மாணவனை கொலைவெறிக்கு தூண்டும் 'கல்வி'தன்னை நிறுத்துவோம்!

ஒன்பதாம் வகுப்பு படிக்கும் மாணவர்க்கு வயது பதினைந்து தான் இருக்கும், அந்த வயதில், ஒரு மாணவனை கொலை செய்ய தூண்டும் அளவிற்கு கொடூரமாக நமது சமூகம் கல்விமுறையை அமைத்துள்ளது நாம் அனைவரும் வெட்கப்படவேண்டிய விஷயம்.

எப்படி இதை செய்கின்றோம்?

- போட்டி நல்லது, போட்டியில் வெற்றி பெற்றால், பிற்காலத்தில் வாழ்க்கையில் வெற்றிபெறுவார், என்று அறிவுகெட்ட பெற்றோர்கள்

- "உங்கள் பிள்ளையை நாங்கள் போட்டிக்கு தயார் செய்வோம்" , என்று இறைவன் முதல், புட்டியில் அடைத்த தவிட்டு கசண்டு வரை எல்லாவற்றையும் விற்கும், வியாபார ஓநாய் கூட்டம்

- நூற்றிற்கு நூறு, எங்கள் பள்ளியில் எல்லோரும் நூறு, மிக அதிகமாக நூறு,என்று மாணவர்களின் வாழ்க்கையை கேடுத்தேனும் தங்கள் வியாபாரத்தை பெருக்கிக்கொள்ளும் பள்ளிகள் - இதையே தொடர்ந்து செய்து, நூற்றிற்கு நூறு பன்னாட்டு கொம்பனிகளுக்கு எங்கள் மாணவர்கள் விற்பனை ஆனார்கள், என்று பெருமை சாற்றிக்கொள்ளும் கல்லூரிகள் (இவை இரண்டையும் பெரும்பாலும் நடத்துவது அரசியல் வாதிகள் அல்லது அவர்களின் சொந்தக்காரர்களே)

- இவர்களின் இந்த மனப்போக்கையே வியாபாரமாக்கி, தினம் தினம் பறைசாற்றும்ஊடகங்கள்

- இந்த நெருக்கடியில் சிக்கி தங்களின் உண்மை உணர்வை மறந்து / மறைத்து, ஒவ்வொருநாளும், கூலிக்கு மாரடிக்கும் ஆசிரியர்கள்

எப்படி உருப்படும் இந்த நாடு? என்று மாறும் இந்த கல்வி வெறி? "அறிவு" என்பதற்கு, "மெய்ப்பொருள் காண்பது" என்று உலகுக்கு கூறிய தமிழன், எவ்வளவு நாட்களுக்கு தன பிள்ளைகளுக்கு, "அறிவு = இன்றைய கல்வி முறை = ~~பள்ளிக்கூடம்~~ இஸ்கூலு போட்டி" என்று பொய் சொல்லி கொடுத்து வளர்ப்பான்? விளைவு? ஒவ்வொரு ஆண்டும், பள்ளி படிப்பு (பத்தாம் மற்றும் பன்னிரெண்டாம்) முடிக்கும் தேர்வுகள் முடிவு வெளிவரும் நாட்களில் நிச்சியமாக தற்கொலைகள் நடக்கின்றன,பெரிய பொறியியல் கல்லூரியில் சேர்ந்த பின்னர், அந்த படிப்பின் வேகமும், போட்டியின் அழுத்தமும் தாங்காமல் பலர் தற்கொலை செய்துகொள்கின்றனர் (கடந்த ஆண்டு சென்னையை சேர்ந்த முக்கிய கல்லூரியில் நான்கு தற்கொலைகள்!).

அரசு பாடதிதங்கள் மாறி பல காலம் ஆகிவிட்டது. மாநில அளவில் அணைத்து வகுப்பு அளவிலும், சித்திக்க வைக்க வேண்டும் என்று, "activity based learning" என்றும், "continuous assessment" என்றும் பல நவீன மாறுதல்களை ஏற்படுத்திவிட்டது. மதிய பாடத்திட்டமோ, இன்னும் ஒரு அளவு மேலே சென்று, சிந்தனை தூண்டும் கேள்விகளே இருக்கவேண்டும் என்றும், வெறும் மனப்பாடம் செய்து வாந்தி எடுக்கும் கல்வியை ஒழிக்க வேண்டும் என்று மாறிவருகின்றது.

ஆனால் சமூகத்தின் போக்கு இதற்க்கு ஈடு கொடுக்கவில்லையே? ஒண்ணுமில்லாத "arts class" இற்கு இந்த கடையில், இந்த அளவிற்கு செலவு செய்து, இந்த பென்சிலையும், பேனாவையும், வாங்கிவந்தால் தான் ஆச்சி என்கின்றது பள்ளி, "ஏன்" என்று கேள்வி கேட்காமல், தலையாட்டி, தலைவணங்கி போகின்றது பெற்றோர் குழாம், இதையே தங்கள் பண பலத்தை காண்பிப்பதற்கு ஒரு சாக்காக கொண்டு, இன்னமும் 'உசத்தி' விஷயங்களை வாங்கி குவிக்கும் பெற்றோர்களே அதிகமாக தெரிகின்றார்கள். report இல்லை, rank இல்லை என்று சொன்னால் கூட, இந்த grade என்றால், எவ்வளவு மாற்கு இருக்கும்? எதற்கு மேல் யாரானும் மாற்கு வாங்கியிருக்கிறார்களா? என்று ஆராயும் பெற்றோர்களும் உண்டு.

உண்மை நிலைமை கல்விதிட்டததை பொறுத்து இல்லை, இந்த பிரச்சனைக்கு, கல்வி திட்டத்தையோ அல்லது அரசாங்கத்தையோ குறை கூறி ஒன்றும் பிரயோசனம் இல்லை. இது ஒரு சமூக பிரச்சனையை. இன்னும் எவ்வளவு நாட்கள் "போட்டி" யை தலை மேல் தூக்கி ஆடி, அதன் ஆட்டத்தில், மதி இழந்து, காலில் சிக்கி மடியும் சிறு பிள்ளைகளின் வாழ்க்கைகளை பாராமல் செல்லுமோ இந்த தமிழ் சமூகம்.

இது தமிழ் சமூகத்தை சேர்ந்தவர்கள் அனைவரும் வருந்த வேண்டிய நாள், வெட்கப்பட வேண்டிய நாள். தலை நிமிர்ந்து, உலகுக்கு பாடம் சொன்ன தமிழ் ஆசிரியர்கள், என்று பெருமை படும் ஒரு சமூகம், இன்று, ஒரு மாணவனை, கொலை செய்யும் அளவிற்கு தூண்டுகின்றது என்பது வெட்கத்தின் உச்சகட்டம்!

வரும் நாட்களில், ஆசிரியர்களில் பலர் இதுநாள் வரை அடக்கி வைத்துள்ள, மாணவர்களின் 'வன்முறை' போக்கை குறித்து விஷயங்களை வெளிபடுத்தலாம்...மறைந்த ஆசிரியை குடும்பத்திற்கு அரசு அனுதாப ஈடு தொகை வழங்கலாம், அந்த மாணவனை, ஏதோ தீர்ப்பு சொல்லி மன நல முகாமேல்லாம் கூட அனுப்ப வாய்ப்புள்ளது. ஆனால், போட்டியையும், பணபலத்தையும் நம்பி, உண்மை கல்வியை கைவிடும் இந்த சமூகத்தின் மன நலத்தை, எந்த முகாமில் இட்டு சென்று குணப்படுத்துவது?

வகுப்பறையிலேயே மாணவர் ஒருவரால் ஆசிரியை குத்திக் கொலை செய்யப்பட்ட சம்பவம் சென்னையில் பெரும் பரபரப்பை ஏற்படுத்தியுள்ளது.

இன்று காலை வகுப்பறையில் பாடம் நடத்திக்கொண்டிருந்தபோது ஒன்பதாம் வகுப்பு படித்துவரும் முகமது இர்பான் என்ற மாணவன் ஆசிரியை உமா மகேஸ்வரியை கத்தியால் சரமாரியாகக் குத்தினான். பலத்த காயம் அடைந்த ஆசிரியை சம்பவ இடத்திலேயே பலியானார்.

பன்மயத்தை ஆதரியுங்கள்!

சென்னை, டிச. 21: அதிக விளைச்சல் காட்டும் விவசாயிக்கு ரூ.5 லட்சம் பரிசு வழங்கப்படும் என்று முதல்வர் ஜெயலலிதா அறிவித்துள்ளார்.

இதுகுறித்து, தமிழக அரசு செவ்வாய்க்கிழமை வெளியிட்ட அறிவிப்பு:

நவீன தொழில்நுட்பத்துடன் அமல்படுத்தப்படும் பல்வேறு சாகுபடி முறைகளில் திருந்திய நெல் சாகுபடி முறையே, உணவு உற்பத்தியை அதிகரிக்கச் செய்ய சிறந்த முறையாகும். இந்த முறைக்கு அதிக ஊக்கம் அளிக்கும் வகையில் திருந்திய நெல் சாகுபடி தொழில் நுட்பத்தினைக் கடைப்பிடித்து மாநிலத்திலேயே அதிக விளைச்சலைப் பெறும் விவசாயிக்கு ஒவ்வொரு ஆண்டும் சிறப்புப் பரிசு வழங்கப்படும்.

அதன்படி, பரிசுத் தொகையாக ரூ.5 லட்சமும், ரூ.3,599 மதிப்புடைய பதக்கமும் வழங்கப்படும். குடியரசு தினத்தன்று முதல்வர் ஜெயலலிதாவால் இந்தப் பரிசும், பதக்கமும் அளிக்கப்படும்.

இந்தப் போட்டியில் பங்குபெறும் விவசாயி, குறைந்தபட்சம் 50 சென்ட் நிலத்தில் பயிர் செய்திருக்க வேண்டும. ஒரு ஏக்கருக்கு குறைந்தபட்ச விளைச்சல் 2 ஆயிரத்து 500 கிலோ இருக்க வேண்டும் என்ற நிபந்தனையின் அடிப்படையில் இந்தப் போட்டி நடத்தப்படும். இந்தப் போட்டி சென்னை, நீலகிரி தவிர்த்து அனைத்து மாவட்டங்களிலும் நடைபெறும்.

முதல்வர் ஜெயலலிதாவின் இந்த நடவடிக்கையால் விவசாயிகளிடையே வேளாண்மையில் புதிய தொழில் நுட்பங்களைப் புகுத்துவதில் அதிக ஆர்வமும், போட்டியும் ஏற்படும். இதன் மூலம் குறைந்த நிலத்தில் அதிக அளவு உற்பத்தி பெருக வழிவகை ஏற்படும் என்று தமிழக அரசின் அறிவிப்பில் தெரிவிக்கப்பட்டுள்ளது.

தமிழகத்தில் குழந்தைகள் நலனுக்காக ஒரு மாபெரும் மருத்துவமனை ஈற்பட இருப்பதை ஒரு போதும் எதிர்க்க முடியாது.

ஆனால், அப்படிப்பட்ட முயற்சி எந்த காரணத்தால் எடுக்கபடுகின்றது என்று ஆராய்வது முக்கியமாகின்றது.

இன்றைய தமிழகத்தில் குழந்தைகள் நல பொது மருத்துவமனைகளின் நிலை தான் என்ன? இவற்றின் பிரச்சனைகள் என்ன? என்று ஆராய்ந்து, அதன் பின்னே புதிய ஒரு மருத்துவமனைக்கான முயற்சி மேற்கொண்டால், நிச்சியமாக வரவேற்கலாம்.

சமீபத்தில், ஒரு தன்னார்வு தொண்டு நிறுவத்தின் உதவியால், தமிழகத்தில் உள்ள நான்கு குழந்தை நலனிற்கான பொது மருத்துவமனைகள் எவ்வாறு இயங்குகின்றன என்று ஆய்வு நடத்தப்பட்டது.

இவற்றில் நாம் கவனிக்க வேண்டிய சில முக்கிய கண்டுபிடிப்புகள் சிலவற்றை கீழே காண்போம்.

1 குழந்தை நல பொது, இலவச மருதுவமநிகளுக்கு வருபவர்கள் பெரும்பாலும் வேறு எங்கும் செல்லாத நிலையில் தான் வருகின்றனர். 2 ஊழல் - அப்படி வருகின்றவர்களில் பெரும்பாலானவர்கள், தாங்கள் மருதுவமைகளில் லஞ்சம் கொடுத்தே சிகிச்சை பெற முடிந்தது என்று தெரிவிக்கின்றனர். 3 வசதிகள் - சரி இப்படி வருபவர்களுக்கு வசதிகள் எவ்வாறு உள்ளன? என்று பார்த்தால், பெரும்பான்மையான குழந்தைகள் அரசு பொது மருத்துவமனைகளில் குறைந்த அளவு கூட வசதிகள் இல்லை என்பதே உண்மை. (படம் - 3 : மருத்துவமனையின் சுத தமான சுழல், குடி தண்ணீர், கழிப்பறையின் சுத்தம், போன்றவற்றை மதிப்பெண் இட்டால், இவற்றை உபயோகிப்பவர்கள் யாருமே, இந்த குறைந்த பட்ச வசதிகள் உபயிக்கும் தருவாயில் இல்லை என்றே தெரிவிப்பதை அறிகின்றோம்). குறைந்த பட்ச வசதிகள் கூட ஒரு பெண்ணிற்கு தற்போது உள்ள குழந்தைகள் பொது மருதுவமைகளில் கிடைக்காத் நிலையில், இன்னொமொரு மருத்துவமனை எந்த அளவில் உதவியாக இருக்கும் என்று தெரியவில்லை, அதற்க்கான அவசியமும் புரியவில்லை.

IMR மற்றும் MMR என்று கூறப்படும், சிசு மற்றும் பிறப்பு சமயத்தின் தாய் மரணம் விகிதம், அகில இந்தியாவைவிட குறைந்து இருந்தாலும், அதிகமாகவே உள்ளது. பாரம்பரிய விதத்தில் மக்களிடம் இருந்துவந்த உட்டச்சது மிகுந்த உணவ வகைகளின் உட்கொள்ளுதல் குறைந்து, சத்தில்லா, நஞ்சு நிறைந்த உணவு வகைகளை உட்கொள்ளுதல்லும் இதற்க்கு ஒரு காரணம். இவற்றை குறித்த விழிப்புணர்வு ஏற்படுத்தும் கடமை உள்ள குழந்தை நல மருத்துவமனைகளில் பலவற்றில் , சரியான விதத்தில் பெண்களுக்கு சரியான ஆலோசனைகள் வழங்கபடுவதில்லை என்பது உண்மை . இவற்றிற்கு , சரியான ஆள்பலம் , அவர்களுக்கு முடிவெடுக்கும் உரிமை மற்றும் சுதந்திரம் , சரியான சாதனங்கள் மற்றும் பயிற்ச்சிகள் கொடுக்கப்படவில்லை என்பதும் உண்மையே .

தெரிந்தோ, தெரியாமலோ, சென்ற ஆட்சி காலத்திலும் சில நல்ல விஷயங்கள் செய்யப்பட வாய்ப்புள்ளது என்று சொல்வதில் எவரும் குறைந்துவிட மாட்டார்கள் என்றே தோன்றுகிறது. பிரச்சனையை என்னவென்றால், தான் செய்த சின்ன சின்ன முயற்ச்சிகளை கூட, பெரிதுபடுத்தி, "தமிழர் உணர்வு", "தமிழர் மரபு", "தமிழர் பண்பாடு", என்று தத்து பித்தென்று தற்புகழ்ச்சி கொள்ளுதல். இதற்க்கு மக்கள் மயங்க மாட்டார்கள் என்பதிற்கு சான்றாக தான், அவரை மக்கள் பதவி இறக்கினார்கள். குழந்தைகள் உடல்நலம் காக்கவும், நல்ல மருத்துவ வசதி அளிக்கவும், இருக்கும் சூழலில், பல குறைபாடுகளை நிவர்திசெய்வதே அன்றி, மென்மேலும் மருத்துவமனைகள் பெரும் செலவில் ஏற்படுதவதன்று.

சென்னையில் உள்ள பொது நூலகங்களில் பலவற்றை உபோயோகிதுள்ள அனுபவத்தில், ஒரு நல்ல நூலகத்திற்கான தேவையை என்னால் உணர முடியும். கன்னிமாரா நூலகம், பழமையானது, பல பொக்கிஷங்கள் இருந்தும், நான் சென்ற காலங்களில், பெரும்பாலோர் செய்தித்தாள் படிப்பதிர்க்கோ அல்லது வெய்யில் தப்பி தூங்குவதிர்க்கோ மாத்திரமே சென்று கொண்டிருந்தனர். அதை சுற்றியிருந்த சூழலில் காதலர்களுக்கு, ஒரு நல்ல சந்திப்பாக விளங்கியது. ஆனால், நூலகத்தில் பழைய புத்தகங்களை வைப்பதிர்க்கும், பராமரிப்பதிர்க்கும் மிக குறைந்த விதத்திலேயே முயற்ச்சிகள் எடுக்கபட்டதேன்னவோ உண்மை. மற்றொரு முக்கியமான நூலகமான அண்ணா சாலையில் உள்ள பாவேந்தர் நூலகத்தில் நிலைமை இன்னமும் மோசம். இங்கு, என்னை போல பலரும், தாங்கள் தொடர்ந்து படிக்கும் புதகங்களுக்கேன்றே தனியாக சில புத்தக அடுக்குகளை 'தனியார் மயமாக்கிகொண்டது' உண்மை. நான் இந்த இரு நூலகங்களுக்கும் சென்று பல வருடங்கள் ஆகிவிட்டன என்பது உண்மை. சமீப காலங்களில், கன்னிமாரா நூலகம் நன்றாக இயங்குவாதாக சிலர் தெரிவித்தனர். நான் இதுவரை, இந்த புதிய நூலகத்திற்கு சென்றதில்லை.

தமிழகத்தில், இளைஞர்கள் மற்றும் மாணவர்கள் படிக்கும் பழக்கம் குறைந்து வருகின்றது. மேல் கல்வியில், வெறும் தொழில்நுட்ப படிப்பிற்கு முக்கியத்துவம் தந்து, மற்ற துறைகளை தாழ்ந்ததாக தொடர்ந்து நிலவி வரும் ஒரு பொதுவான போக்கே இதற்க்கு காரணம் என்று எனக்கு தோன்றுகிறது. தொழில்நுட்ப படிப்பில், தமிழிலோ, அல்லது, நூல்கள் மூலமாகவோ, கல்லூரிக்கு வெளியே வேறு ஏதேனும் வாசிக்க வேண்டும் என்கின்ற தேவை இல்லை. பெற்றோர்களும், ஆசிரியர்களும் இவர்களை ஊக்குவிப்பதுமில்லை என்றே தோன்றுகிறது. இணையதளத்தின் ஆக்கிரமிப்பும், தொழில்நுட்ப படிப்போர் மததியில் அதிகமிருப்பது ஒரு காரணமாகவும் இருக்கலாம். ஒருமுறை முதுநிலை பட்டபடிப்பு முடித்த சில இளைஞர்களுடன் பேசும்போது, தாங்கள் தமிழில் எந்த ஒரு நூலையும் பள்ளி நாட்களுக்கு பின் வாசித்ததில்லை என்றே தெரிய வந்தது. பெரும்பாலானவர்களுக்கு, சினிமாவின் மூலவாகவும், தொலைகாட்சியின் மூலமாக குறைந்துவரும் தமிழ் சொற்கள்தான், மொழிஎன்றே தெரிகின்றது. சாலமன் பாப்பையாவும், நடிகர் வடிவேலுவும் தான் இன்றைய தமிழின் முக்கிய பாதுகாவலர்களாக திகழ்கின்றனர்.

இந்த சூழலி, ஒரு நல்ல நூலகம் உருவாதேன்பது, ஒரு சாதனை என்றே எண்ண தோன்றுகிறது. நிச்சியமாக மக்களுக்கு, குறிப்பாக மாணவர்களுக்கு, மீண்டும் நூல்களை வாசிக்க வேண்டும் என்கின்ற உந்துதலை ஏற்படுத்துவதற்கு அத்தகைய நூலகம் உதவும் என்று எனக்கு தோன்றுகிறது. ஏற்படுத்திய அத்தகைய நூலகத்தை தேவையில்லா குழந்தை மருத்துவமனையாக மாற்றுதல் என்பது, அரசியல் முடிவே அன்றி அறிவார்த முடிவாக தெரியவில்லை. புதிய முதல்வர் சில நல்ல முயற்சிகளை ஏற்படுதியிள்ளது பாராட்ட தக்கது, மரபணு மாற்றிய விதைகளை அரசு ஊக்குவிக்காது என்கின்ற அறிக்கை, கூடங்குளம் விஷயத்தில் அரசின் நிலை, மீனவர்களின் விஷயத்தில் அரசு காட்டியுள்ள அவசரம் மற்றும் மத்திய அரசிடம் நேருக்கு நேராக பேசும் தோரணை யாவையும் வரவேற்க தக்க விஷயங்கள். முந்திய ஆட்சியில் நடந்த சில நல்ல விஷயனகளை (நூலகம், தொல்காப்பிய பூங்கா போன்ற முயற்ச்சிகள்) தொடர்ந்து ஆமோதிப்பது இந்த அரசிற்கு எந்த விதத்திலும் குறையாகாது என்பதை, முதல்வரும் மற்ற மந்திரிகளும் உணரவேண்டும்.

Ketamine network of students busted

TIRUCHY: On the heels of the seizure of ketamine from a gang in the Rock City, the police have scotched an attempt to establish a local network for trading narcotic substances by roping in college students.

Eight persons were also arrested in this regard. On April 16, the Tiruchy Cantonment police received a complaint from a youth, P Karthick (23) of Anthanallur, that miscreants had robbed his motorcycle, Rs 12,000 in cash and "a packet of powder".

The personnel alerted Commissioner of Police (CoP) E M Masanamuthu about the 'powder', who then directed that a special team, led by Inspector Sigamani and Sub-Inspector Manimaran, be formed.

The team quickly swooped in and after a search operation arrested S Rajasekar (40) of Sangiliandapuram, Tamil Selvan (25), his brother Tennarasu (22), M Nariraj (30) of Keezha Kalkondarkottai and R Siva (23) of Thanjavur, and seized a packet containing 900 gm of a narcotic substance, Karthick's motorcycle and his cash. But, their interrogation revealed that they knew nothing about the powder.

The police then sent the packet for a laboratory test to Chennai. The result, which came out on Thursday, revealed that the powder was ketamine hydrochloride, an anesthetic which is also an abused substance.

Subsequently, the police grilled the five men and based on their confessions, the police arrested A Manimaran (35) of Mela Kalkondarkottai, Noor Mohammed (32) of Ariamangalam and S Vivekanandan (22) of the same area.

Investigations revealed that Karthick, Vivekanadan and Nariraj are students of a private college here.

Rajasekar, who runs a gym at Ariamangalam, a hit among college students here, allegedly asked them on April 16 to taste powdered ketamine.

The gang of students reportedly tried to establish a local network. The plan, however, was nipped in the bud by the prompt action of the police.

இந்த முறை, தமிழக வாக்குபதிவு எப்போதும் இருப்பதை விட அதிகமாக இருப்பது அனைவரையும் (முக்கியமாக திராவிட கட்சிகளை), கொஞ்சம் சிந்திக்கவும், 'இவர்கள் என்னதான் செய்திருப்பார்கள்?' என்று சந்தேகிக்கவும் செய்துள்ளது.

ஒன்றரை அடி உயரமும் 2-3 கிலோ எடையுடன் பிறந்த நம்மைத் தாய்ப்பாலுக்குப்பின் இப்போதுள்ள உருவத்துக்கு வளர்த்தவர்கள் விவசாயிகள்தானே? இந்த ஆழமான உண்மையைப் பாரதப் பிரதமர் முதல் கடைசிக் குடிமகன்வரை எல்லோரும் செüகரியமாக மறந்துவிடுகின்றனர்.

பிரதமர் மன்மோகன் சிங், விவசாயத் துறை வளர்ச்சியை அதிகப்படுத்த வேண்டும்; பசுமைப் புரட்சிக்குப் பின் புதிய தொழில் நுட்பங்கள் விவசாயிகளைச் சென்றடையவில்லை; விஞ்ஞானிகளுடைய கண்டுபிடிப்புகள் விவசாயிகளிடம் செல்ல வேண்டும், என்றெல்லாம் பேசுவாரா?

இவர் மட்டுமல்ல, மத்திய உள்துறை அமைச்சர் ப.சிதம்பரம், திட்டக்கமிஷன் துணைத்தலைவர் அலுவாலியா, உணவு அமைச்சர் பவார் எனப் பலரும் இதே கருத்தை எதிரொலிக்கின்றனர். வேடிக்கை என்னவென்றால், விவசாய உற்பத்தியைப் பெருக்க வேண்டும் என்று முழங்கும் மன்மோகன் சிங் அரசு ஒரு சந்தர்ப்பத்தில்கூட விவசாயிகள் வாழ்வு எப்படியுள்ளது என்றோ, விவசாயிகள் வருவாய் எவ்விதமுள்ளது என்றோ பேசியதில்லை.

அரசு மட்டுமல்ல, இந்தியாவிலுள்ள எந்த விவசாயப் பல்கலைக்கழகங்களும் விவசாயத் தற்கொலைகள் பற்றி விவாதிக்கவில்லை. ஒரு பல்கலைக்கழகம்கூட தன் சொந்தக்காலில் நின்று தற்சார்பில் வாழ்ந்த விவசாயிகள் வாழ்வு ஏன் இப்படிச் சிதைந்துபோனது என்று ஆராயவில்லை.

ஆங்கிலேயரின் சுரண்டல், அடிமை ஆட்சியின்போது விளைந்ததில் பெரும் பகுதியை வரியாகப் பிடுங்கிக் கொண்ட போதும்கூட நிகழாத அளவிலான தற்கொலைகள் கடந்த பத்தாண்டுகளில் மட்டும் ஏன் நிகழ்ந்திருக்கின்றன என யாரும் யோசிக்கக்கூடத் தயாராக இல்லை. இந்த அவலத்தைப் பத்திரிகைகள், தொலைக்காட்சிகள்கூட அலசவில்லை.

after the 'dalit' card backfired with even his loyalists not having the courage to defend him, MK has declared himself as a (relatively, even though he is comparing himself with the rest of his own family) poor man with only 6Cr asset to his name. carefully he has left out the wife (300 Cr supposed to have been given to his wife by the grand nephew according to Radia tapes), to avoid unnecessary confusion.

he has also mentioned that he is the only CM living in a 'street house' carefully not mentioning that almost the entire street belongs to his family.

the pain of knowing that your own daughter is openly discussing your inability to comprehend with PR agents, that the family has decided whoever is translating that day gets to determine your thinking, that all this is known to a few and now to the public (thanks to the Radia tapes), must be very bad.

MK had assumed even the 2G to be a family problem that no one took a note of, so, when there was a tiff between his son Azhagiri and the grand nephew Maran brothers (the owners of the largest media group in Southern India), he allowed the same to be resolved and grandly declared after the reunited family photo session was over that, 'there is no 2G Spectrum charges now'! glibly he had assumed that it was an issue that Maran brothers had raised due to the family feud and now it will stop as no one else knows and is interested. their media group dropped it, as they dropped campaign to bring to book those who killed the two ordinary people (maybe they were collateral damage in the family feud).

Subramaniam Swami being the one bringing in the charges gave easy excuse for MK to pull the oldest running soap opera in his mind, 'anti-Brahmin campaign'. this is so easy and has been used so often by him, no one takes it seriously except himself. he tried to say that the Brahmin dominated media is targeting the poor dalit boy, Raja. he even equated himself as some one from a backward family (only later to correct the same to claim that he was from a wealthy family so he had car even before he came to DMK,etc.,), but, that doesn't hold water any longer. this is based upon an argument of 70s when his party could convince most of Tamilnadu that all north indians were brahmins and they were against tamils. old, much battered and over used social theory whose fallacious foundations (of the dravidian-aryan nonsense) has been long since knocked out.

it is painful being Karunanidhi now, he himself no longer knows what he wants to be and what he wants people to think he is, both are overshadowed by the truth that most people seem to know what he is. he is shrewd enough to know that, but, it hurts i guess and the pain shows in his statements.

Two decades of rehabilitation work with urban leprosy afflicted being honoured this Sunday!

I got to understand Shiva's work a couple of years back when he came to me for a small report writing help. Shiva works for a department in the Government that is supposed to address the needs of Leprosy patients called as Leprosy Afflicted Persons (LAPs).

LAPs are those whom we see in the road side with severe deformities, completely isolated by the larger society and often not even noticed except as a nuisance. Most of them have been thrown out of their houses and live in very poor conditions in government run and a few private centres. Their deformity reduces their mobility and their movement, they need special protection and appliances to perform regular day to day functions. All these I learnt from Shiva.

Shiva realized that the typical government lethargy that invaded several departments also had its impact on his department, in this case combined with the marginalized and what was seen as a repulsive group to work with. His conscience didn't permit him to take a salary and not work. He also realized that he could not do all that he wanted to do for the LAPs within the scope his job permitted. So, he sought out a head of a prominent religious service institution to to request them to help him with the service. This wise person told Shiva, 'we will support in whatever way we can, but, it will be a lonely work, don't expect too much help from people or appreciation'. So, for almost two decades, Shiva has been working for the rehabilitation of LAPs in the process he has rehabilitated 100s of LAPs, grouped them into Self Help Groups, etc...His accomplishments which he states with utter modesty and much hesitation:

1. The no. of LAP SHGs that they have set-up has risen to 10

2. The state government has recognized the effort has declared this institution as a ‘model institution’ based on the processes

3. The state government has decided to send some of its people for training to this institution

4. The SHGs have repaid the amount given to them by banks as a loan ahead of the repayment period and touched by their sincerity, the bank had donated an amount to their fund as a grant

5. The SHGs today have adequate funds for internal lending amongst themselves and have said that they don’t want to apply for further funding from banks (this for me is very interesting and uncharacteristic of any SHGs anywhere, most NGOs don’t encourage the groups from stopping to borrow, is worth understanding)

6. Currently the institution has been conducting a weekly cleaning and dressing of ulcers for LAPs every week and about 60 LAPs benefit from this regularly

8. To treat the LAPs of their ulcers, homeopathic medicine is being tried out for almost a year on an experimental basis with promising results

9. With the participation of the State government, the work is now extended to two neighbouring districts of Tiruvallur and Kancheepuram also

Shiva is a happy person despite several set-backs during the two decades, often he comments dryly that there are times he wishes he had more volunteers, times when he wanted to no longer continue because of frustration of the inability to save LAP suicides or change the society's view that Leprosy is no longer infectious and people don't have to run away from the LAPs...but, he ascribes divine blessings and guidance and support by the larger institution that helped him as the strengths that has helped him to create something like this in an extremely difficult urban environment like Chennai.

This Sunday, Shiva's work will be recognized when the Institution that supported his work, the Ramakrishna Math, Mylapore, Chennai will be honoured by the Dr. Sanjeevi Award. It is an occasion to celebrate how someone from the system, working with the civil society organization can make a difference that is exemplary, a predecessor for the much touted 'private-public partnership' of today. Following is the invitation to the event, do attend the meeting where several Shiva's are to be honoured for their efforts.

I would have been ignorant of the fate of LAPs if not for Shiva and his heroic work and am proud that I could be of some small assistance for his work. It would be good to applaud such heroes as true representatives of the spirit of volunteerism in India.

This is the first instance of an act of terrorism in the name of Sri Lankan Tamils within Tamilnadu in a long time now. It indicates a dangerous trend and can even increase in the coming months as desperate sympathizers will try to buy political mileage with major parties before the Assembly election next year.

The un-directed anger towards the central and state governments on the issue of Sri Lankan Tamils in Tamilnadu, particularly among the youth is high and the insensitivity of the two governments on this issue will cost heavily in the coming days, for them in their vote harvest as well as in the disturbance of peace in the coming days.

This anger is already attracting vote salivating leaders who want to place their confused rhetoric and violent posturing as a political philosophy. But, none of such leaders have the courage to court terrorism, or at least they don't seem to. This to me seems to be an act of someone else trying to disturb the existing non-terror situation in the state, thereby start a different kind of debate / dialogue on terrorism.

Tamilnadu is politically weak, we don't have a credible, consistent and coherent opposition and the ruling party is pre-occupied with a single family, its interests, fantasies and obsessions. Someone is seeing a favourable environment to insert terrorism now, the anger among the masses can give them the get away route and the political mess can provide the lack of decisive action.

Hope there is a quick identification and nipping in the bud of such perpetrators of terrorism in the state. It has several other real challenges to deal with and does'nt need to deal with such imposed one.

I am happy that this stupid set of cases against the actress have been scraped by the court. The entire controversy was created around a statement she had made few years back in typical Tamil politics style, questioning her life style, her origins, etc. the way every Tamil political issue is fought, with neither dignity to the individual nor any clarity of the issue.

I had earlier blogged that we should appreciate her statement of safe pre-marital sex as a matter of concern, considering the large amount of abortion and other medical cases that are registered (and many more never registered) in Tamilnadu including in the backyard of one of the perpetrators of the tirade against her and the then health minister, Anbumani Ramdoss (who changed his stand later).

The core issue still remains unanswered, we have not tried to understand women's health issues related to pre-marital sex, and the consequences of the same. For a young women victim to be subjected to every 'cultural' and 'moral' evaluation by jobless politicians is cruelty and against her human rights to say the least.

I hope Khusboo (and others like her) will use this occasion to further raise the debate on this issue that can result in some action.

When the issue of declaration of assets has caught on with the judicial bigwigs, Namakkal Collector U. Sagayam has declared his assets on the district website setting a new precedent for other bureaucrats to follow. Mr Sagayam, had announced that he would declare the details of the property owned by him and his family and his bank balance, during a RTI week meeting organised in the district a month ago.
Accordingly the details of his property at Madurai and his bank balance are posted inhttp://www.namakkal.tn.nic.in/ website.
In the voluntary declaration, Mr Sagayam has given the details of the assets relating to himself and his wife. He has also furnished the details of his bank account number and bank balance.
As per the details furnished he owns a house worth Rs 9 lakh at Bastin Nagar in Madurai is in the joint name of his wife Ms Vimala and himself. He is also repaying the housing loan availed from LIC, India for buying this house. He maintains a savings bank account with SBI, and the balance as on November 09, 2009 is Rs 7,172.
“I believe and practice honesty from the day I joined the service and I want every staff in the Namakkal district collectorate to practice honesty. I feel every public servant should ensure transparency and maintain integrity,” Sagayam told this newspaper.
Mr Sagayam who hails from Pudukottai district has put in 18 years of service as DRO, Kancheepuram and DRO Chennai. During his tenure in Kancheepuram from 1999-2000 Sagayam had imposed ban on the Pepsico products and even ordered the closure of the Pepsico factory in the district which created a flutter.

Rather Late: The TN State withdrawal of the controversial agricultural council act

Last week I had been away and could not blog this earlier. I think the State government's withdrawal of the TNSAC act is one of the best moments for the civil society groups representing farmer's interest in the state, particularly so for the small and articulate organic farming groups.

Two people I have had opportunity to interact stand out in their contribution for this, R. Selvam of Erode and Balasubramaniam of Tirumangalam, near Madurai. Selvam was the first to bring this Act to the notice of several people the day after this Act was passed in the Assembly. Since then, he has been consistently trying to use every possible lobby method to get the points across. Erode district farmers association was the first to submit a petition to the District Collector protesting on the issue, this was followed by almost every major farming district organic farmers submitting protest letters to the respective Collectors. Selvam also had organized an important meeting with Dr. Vandana Shiva in Chennai, where she spoke to the press about the issue at length.

When I first spoke to Bamayan (as Balasubramaniam is known by his pen name), couple of days after the Act was passed (around the 25th of July), he was leaving country for a week. But, he promised to write in depth on his return. He is one of our few writers who can combine knowledge of a scholar, passion of an activist and the language of a political writer in Tamil. So, was not surprised to see his exhaustive note circulated in the early Aug meeting of LIESA network in Trichy. This note in Tamil had become the base material for several articles that appeared in different local language papers. And finally, when Bamayan sent an invitation for a political meeting in Chennai presided over by Dr. Ramdoss of pmk and with participation of both communist parties in the state, that was the last straw for the government.

To give him the credit, the CM seems to have remarked that he had to wait for the farmers to learn of the pitfalls of this Act and the IAS had not briefed him properly on it. I haven't come across this remark of his, but, if that be true, the credit in listening to farmers and not to academics and officers certainly goes to him. But, it is Selvam and Bamayan who are the real heroes on this issue, for their persistence, their own styles of maintaining that the issue in the news, lobby with the friendly political parties to garner their support and eventually go public in large enough platforms (and ensure that it is in the media through some smart associations) to articulate their objection with clarity...there are several other farming leaders who lent their names, many who did their part, farmers groups in Nagapattinam (under the tutelage of an NGO that does not want its identity known) who placed posters outside their village protesting against this Act, several panchayats where resolutions were passed against the Act on Aug 15th, academics like Dr. Sultan Ismail of New College who stood besides the farmers n solidarity, journalists (pasumai vigadan and pasumai thayagam in particular)...

It is important to realize that here was an Act passed on the floor of the Assembly unanimously that has been since then withdrawn ONLY because of the public opposition to it, I don't know how frequently such things happen in any state, in Tamilnadu, this is a rare occurrence. Important to note that this is not the articulate middle class and their reflection in the English media, but, the farming communities, writing in Tamil, meeting in small villages and towns, no great show through rallies, bringing the change in the government stand. I think this needs to be reflected upon and its meaning understood.

I blog this despite being rather late just to acknowledge these two guys I know as much to acknowledge the rather sensitive response of a political leadership that had the power to ignore or steam roll these objections.

Respect to Rahul Gandhi for talking straight on Inter-linking of Rivers Issue

Finally one politician has spoken beyond the rhetoric on the Inter-linking of rivers issue in Tamilnadu. That Rahul Gandhi chose to do in his visit to the State that was already not too popular with the powers in the State is rather unfortunate. But, I am happy someone did talk about the ecological side of the story finally from a political platform.

Inter-linking of rivers is a Holy Cow in Tamilnadu and under the rule for almost half a century by those who avow 'rationality' this issue has been guided by emotional outbursts, rhetoric, posturing and plain bias.

Thenkachchi Swaminathan died yesterday.

For 14 years, people across Tamilnadu have been used to their morning dose of daily wisdom presented in the most humorous manner. A man you wouldn't care to give a second look, with a face and a look (once I was with him when he was being introduced to a head of a major rural institution, the gentleman queried Thenkachchi, 'you look tired, do you want to rest?', reply, 'no, I was born with the tired looking face, I am quite o.k.') that will never give the sharpness of the mind, the ability to extract humour out of ordinary situations and instances of life and the eagerness to communicate it in the most ordinary tamil through which he could touch the hearts of millions.

Was always impressed by his humility and sense of wonderment he retained with ordinary life. He travelled by public transport and often said that his inspiration was drawn from the life of the ordinary people. His journey from being the agricultural news reporter in Tirunelveli radio station to that of a news editor in Chennai AIR was, according to him, 'accidental', so also his delivery of daily message. Two generations would have grown up listening to him before they left for their schools and offices in the morning, have seen his message come out loud and stop activity for few minutes as owners and consumers soaked in his message for the day in road side tea shops and saloons.

His daily humour has been since retirement published as a series in Tamil and several of his articles and lectures have also been published. He was a much sought after speaker and could address audience from school students to intellectuals with equal aplomb. In a highly divided and stratified tamil public space, he commended respect among all and was equally popular with the religious and cultural groups as he was with the atheist political groups.

In the crowded, loud and often vulgar tamil public space, this man brought his humble message with much humour and class. Quality and responsibility in public communication just lost a beautiful voice in Tamil.

Why Consumers should take note of the TN Agricultural Council Act 2009

Few years back when a business magazine did a survey of urban consumers across the country, Chennai consumer was rated as the 'most informed' consumer in India. I take it that it means that the Chennai consumers have some more knowledge of what they buy and where it comes from than those in other cities.

Increase in Risk for Organic Farmers: Consumers in Chennai have been buying organic food from self-certified organic farmers and organic food promoting agencies for some time now, this works on a wonderful 'i know you and trust you' principle in a way bringing back the relationship between the retailer and consumer that is being lost through the spread of plasticised super markets. Much of this organic food comes from farmers who learn, share and practice organic farming through interaction and working with other farmers like themselves. They may no longer be permitted to do so and cannot share their knowledge, or at least not do so as an 'agricultural service'! This will make organic farming a riskier proposition as much of organic farming is dependent on free flow of information between farmers and farming groups.

No Prescribed Standards for Agricultural Service Providers: A medical council or a Bar council is meant for the practitioners of that vocation, while agricultural council is not meant for agriculture practitioners, rather, for those who provide service to farmers!! If this itself is not ridiculous, the other council's prescribe rules and standards for those practitioners, while this council only prescribes regulatory procedure for those who may feign to be council members and those who are not members, but, may practice such services. So, your kitchen garden consulting service provider (that is included in the list of services) cannot be taken to court if you find his recommendations to be not working or bringing in dangerous pests to your backyard.

New Labels and New Confusions: Every new label from the commercial industry lobby results in throwing up more confusion for the consumer. We are all aware of various 'medical associations' that recommend a particular brand off tooth paste or soap or whatever on television. In several cases these are promoted for the purpose of such advertisements only. However, as a consumer, it adds to our 'informed' choice and confusion. A confused consumer at the cash counter is a gullible choice for producers rather than a questioning consumer. So, more labels and more confusions are, 'acchha hai'! However, it is for the consumer to choose whether such new councils which make exclusive clubs of certain degree holders be permitted with the privileges that the government wants to bestow it with. Do you want the future of your food be determined by a limited number of degree holders from limited number of colleges or would you want it to be spread to include those who also know the traditional knowledge and may practice agriculture and share their knowledge with others though they may not be qualified with certain degrees.

Famous for being Agricultural Teachers, cannot teach any longer: Prof. Sultan Ismail is a renowned soil biologist from Chennai and one of the most liked teachers of vermicology (and holds the copyright on that name), however, he cannot teach the same to farmers any longer, because his degrees are not recognized for him to be registered as a agri council member. So also, will be Dr. Vijayalakshmi of Centre for Indian Knowledge Systems our foremost expert in bio-pesticides sought after by even the government departments. Bernard Declarq, the experienced organic farming teacher from Auroville has taught farming to many organic farmers from across the state, now, he may be fined or imprisoned. Selvam, Gomathinayagam, Anthonisamy, Sundarraman, Panchagavyam fame Dr. Natarajan and many others cannot any longer teach organic farming as they will be disqualified by law to be members of the Agri. Council.

As a consumer, some of the best agricultural knowledge and talent in the state may no longer be available for your benefit. That is what this Act prescribes.

Consumers choice, anyone.

ERODE: Farmers have raised objections to the State Government’s bill on agriculture, tabled in the Assembly recently.
Raising the issue at the monthly farmers’ grievance meeting, held here at the Collectorate on Friday, R. Selvam said the new bill ‘A bill to regulate Agricultural Practice and to provide for the establishment of Agricultural Council and the maintenance of register of persons having qualification in agriculture or horticulture and for matters connected therewith’ was ‘anti-farmer.’
Referring to the sections of the bill, he said if implemented, it would allow only persons with agriculture qualification to practice as agricultural practitioners and punish others like farmers, who had traditional knowledge. He termed it a ‘surrender to multi-national companies’.
T. Subbu of Tamizhaga Vivasayeegal Sangam wanted the district administration to look into the execution of the National Rural Employment Guarantee Scheme. Drawing Collector R. Sudalaikannan’s attention, he said fellow farmers’ and his audit of the work at Perode revealed irregularities.
He suggested that the Collector inspect the work carried out.
The farmer then talked about encroachment in canal that supplied water from Surampatty Anaikattu. “For long farmers’ demand for an eviction drive had yielded no result, as the Public Works Department officials said they were waiting for action from the Revenue Department and staff from the latter said they were working out a resettlement scheme for the evicted-to-be and in the process farmers had lost several months.”
Mr. Subbu wanted the district administration to act at the earliest to remove the canal of encroachments. Farmers with lands getting water from the Lower Bhavani Project wanted to know the date of water release.
Referring to the increase in storage in the Bhavani Sagar Dam, they wanted the date to be August 15.
V.M. Velayudham of Kalingarayan farmers’ association sought details on the project proposed to build a wall to protect the canal from effluents. He also wanted action on erring dyeing, bleaching and processing units and tanneries that discharged effluents.
A. Mohan of Mettur West Bank Canal farmers’ association urged the PWD officials to announce the date of water release. “If it is the same date of release of water from the Stanley Reservoir, it will be good,” he suggested.
The other issues the farmers raised include the delay in building a turmeric market complex, banana marketing centre in Kodumudi or Sivagiri, need for farm mechanisation, changes to crop insurance rules, etc.
Towards the end of the meeting officials responded to farmers’ grievances, complaints and suggestions.

Tamil nadu State Agricultural Council Act, 2009

The following Act has been brought to our notice by organic farmer Mr. Selvam of Erode district. This Act makes 'agricultural service' as an exclusive area in which only those registered with the Council. This Act converts the knowledge of agriculture to be an exclusive property of the agri. degree (and a few other degrees that the government deems fit) holders. Organic farmers, traditional farming practitioners, Nammalvar, Selvam, Sundarraman, Gomathinayagam, Anthonyswami, Balekar, Prof. Sultan Ismail, and many others from both organized academia and outside, but, those who don't hold these degrees will stand disqualified now.

Selvam calls it draconian act, so, it is.

Following are a few excerpts prepared by Selvam:

The Act is named as Tamil nadu State Agricultural Council Act-2009.

STATEMENT OF OBJECTS AND REASONS says, "At present there is no law to provide for the regulation of agricultural practice in the State of Tamil nadu. It has, therefore, been considered necessary to regulate the agricultural practice and for the registration of agricultural practitioners in the state and to establish a Council called Tamil Nadu State Agricultural Council."

The council will enroll all those who wish to practice consultancy service to the farmers. Only those who posses a degree from an agricultural institution can become the member of the council.

The council will have "five senior faculty members one each from representing the faculty of Agriculture,

Forestry, Agri.Engineering and Home Science to be nominated by the Tamil nadu Agricultural University"

Members from Agricultural dept., Horticulture dept., Agri. Engineering Dept., one leading Agricultural Entrepreneur will be nominated by the State Govt.,

The council will maintain a registry in which the professional degree holders from Agri. educational institutions should enroll for offering the service. The registry is named as "Tamil nadu State Agricultural Practitioners Register".

Up to the chapter 3 are the various blob, blob about the roles and responsibilities and other nonsense of the register,etc.

The chapter IV is "PRIVILEGES OF THE REGISTERED AGRICULTURAL PRACTITIONERS"

It says “No person other than a person whose name is borne on the register shall practice as Agri consultant within the state or render Agricultural services.

The act explains the "Agricultural Services" means -

a) rendering agricultural services in crop husbandry, pre-harvest technology, seed technology, soil testing, water testing, prescriptions for fertilizer, plant growth regulators, weedicides and plant protection materials, post harvest technology, seed production technology and agricultural bio technology:

The chapter VI (Penalties) sec. 32(1) says If any person. - a) not being a person registered in the register, makes or uses the description as agricultural practitioner ....shall be punishable on the first conviction with fine which may extend to rupees five thousand, and on any subsequent conviction with imprisonment which may extend to six months, or with fine not exceeding rupees then thousand or with both.

I have browsed through the Act and found that the Chapter 4 is the most dangerous. It can now negate any of the agri-clinics that are set-up by NGOs and civil society organizations, barefoot collages by practising farmers too can be negated or worse still made to queue up every year to renew 'license', the most dehumanizing and easy way to destroy all enterprise and initiative.

This Act intends to make knowledge of agriculture as an exclusive vocation and regulates the practice of the knowledge of agriculture, it needs to be protested and removed completely. Selvam and his friends have written to the CM yesterday, but, much more needs to be done.

Prabhakaran: Death of Political Machismo in Tamilnadu ?

I feel ashamed that there has not been a whimper of mourning anywhere in Tamilnadu for the death of Prabhakaran and his close allies in Sri Lanka. While the political leaders are divided between unknown compulsions and unbelievable denial, the lack of any organized form of mourning is sad and unfortunate.

Given the ways of the LTTE was not acceptable, their methods of violence determined their own ultimate fate, but, all said, they were leaders of Tamil people, if not by choice out of desperation. For all the earlier posturing and parading supporting the Sri Lankan cause in Tamilnadu, one would have expected some form of mourning, not necessarily violent, but, even silent ones to emerge.

A prominent leader once narrated this incident about the earlier Sankaracharya of Kancheepuram. When Bhindaranwale died during Operation Blue Start. The Shankaracharya is supposed to have said, 'he never troubled women or killed cattle, he liked his people and fought for them, maybe his means were wrong'. having said that the Shankaracharya commended that a million lamps be lit in temples across Tamilnadu saying that the departed soul of an intense fighter needs large prayers all around. This I was told was ensured across Tamilnadu!!!

I don't know whether any religious leader will protest currently, but, the silence of the political leaders who have immensely benefited and derived their macho images through posturing in LTTE like clothing ought to do better than this. Such muted response is a shame of the worst kind. This more than the death of Prabhakaran ensures the end of Machismo in Tamil politics. No longer can Vaiko parade in black beret or Thiruma have posters in battle gear with weapons made of wooden sticks.

M.K. is busy negotiating seats in the Cabinet for the family members. He does not have time for a quick mourning song and poem to the 'anbu thambi' of yesterday. Sure enough once he has ensured all other businesses for the family are over, he will narrate how he has been crying for Prabhakaran since time immemorial and how the history of Tamils will write with golden pen the crying and its impact on Tamilnadu and how all others have been double speaking unfaithful Tamils who did not acknowledge his crying and so on and on. It is a wonder that he doesn't get tired of his own words.

Here is a silent prayer for the departed soul and hope for the Tamils in Sri Lanka. Forget we cannot till the last for a hundred years.Wish young lives were not sacrificed in vain, lives of youth of a beautiful country, amazingly talented people of warmth and good humour. Wish peace reign in this land and let there be a peaceful and positive paths for the sadness and anger of today, to ensure that the Tamils of this land get all that is due to them and forgive and live a peaceful life soon enough. Wish quick steps are taken to ensure better life for the thousands in the relief camps and the beautiful land that has been ravaged by the war be rebuilt soon enough.

Are Congressmen competing with themselves to lose the Tamil vote?

Earlier Rahul Gandhi's admission that post-poll, Congress may look towards Jayalalitha would have isolated the congress grassroot worker in the state from their DMK friends (if there are any such) forever.

RTI has been hailed as one of the most important change that has put power to demand information on the hands of the citizen. However, the onus of its effective implementation is still in the hands of the executive. Wherever inconvenient, the executive has tried to wriggle out, either as a 'security' (in the case of the PMO) or as a 'out of bound' (in the case of the CJM) at the top or by simple systemic ineffectiveness at the lower levels. I had once heard a Secretary in the TN Government tell another head of department, '...we all know that if we don't want to do anything, we can keep moving the papers from one table to another endlessly', the system can simply tier the applicant out through its inefficient methods, it has raised inefficiency to an art form.

Thanks to a few activists, RTI does repeatedly make news and once in awhile does provide for information that deflates the pre-eminent moral high of the heads of systems. TN lead by rational political parties with irrational attitudes for long obviously does not like RTI. Here is information on a protest being planned (courtesy Krisnakumar), do join if you can spare the time. Each person more in such protests can add a lot of energy to the cause.

Purpose: Demonstration against the poor functioning of the Tamil Nadu State Information Commission.

Background
The enactment of the Right to Information act, 2005 was expected to be a turning point in India's history as it was believed that this act would, for the first time, put both the common citizen and the Government servant in their right places. Of that of a master and a servant. And it did have wonderful effects. Citizens everywehere started demanding Information regarding the Government's functioning, and in the process ensuring their rights which they could not for all this time with other means. But this mail is not about the feel-good stories. It is about the biggest problem that the Right to Information act faces today in Tamil Nadu. And ironically, the problem is the Tamil Nadu Information Commission.

Ironical because, it is the Information Commission that was supposed to be the backbone of the act. Knowing fully well that Government servants would not easily part with Information about their functioing, the Act provided for setting up of a Central Information Commission and State Information commissions in each state whose powers are similar to that of a court. If an officer refuses to part with information, the Information Commission has to impose penalties on those officers. And it is this fear of punishment that forces the officer to disclose information.

But what is being observed today in the functioning of the Tamil Nadu State Information Commission is that, the Commission, far from the role enivsaged role of the being the saviour of the act, the functioning of the TN Information Commission is today the single biggest roadblock for an effective implementation of the Right to Information act in the state.

Problems
To see why the functioning of the Information Commission is a huge problem, the reasoning is straightforward. The three most important problems in the functioning of the State Information Commission are
1. Huge delays in disposal of cases. (close to 10 months)
2. Lenient attitude towards officers violating the act
3. And lack of follow-up of orders.

Consequences
The consequences of these problems are:
Due to problem 1 your cases take a very long time to be heard. This puts off most applicants from filing an appeal and emboldens the Government officers. And if you have the motivation to file an appeal with the commission and also have the patience to wait till the commission's order comes, you will be facing problem 2. The commission acts very leniently and only orders the officer to give you the information. No Show cause notice, no penalty, nothing. In the rare cases that the commission imposes a penalty, you face problem 3. No follow-up. Be it an order to supply information or a show cause notice for penalty or imposition of penalty itself, the commission just does not bother to follow-up. And so the most logical thing for the applicant to do next is to remind the commission that it has to do a follow-up. And no prizes for guessing, this takes the applicant back to the beginning where your reminder also takes a long time to be considered.

What we intend to do
As organisations interested in the effecive implementation of the Right to Information act, have made efforts at dialogues with the State Information Commission and have failed. Failed to the extent that the Chief Information Commissioner even avoided giving us a date for a meeting with him. Hence we have decided to organise a demonstration against the commission's functioning at the Memorial hall in front of the Government General Hospital near the Central Railway station on 16th March 2009 from 10 AM - 1 PM and pressing the following demands.

1. Immediate reduction in delays in disposal of appeals. All appeals to the State Information Commission should be disposed within two months of the appeal reaching the Commission.

2. Adherence to the penal provisions of the Right to Information Act, by imposing penalty in ALL cases where information has been delayed without reasonable cause, where information has been malafidely denied and where incorrect, incomplete and misleading information was given knowingly and where information has been destroyed.

3. Set up a proper and efficient mechanism for follow up of orders issued by the Commission. These orders could be directions to disclose information, or issuing Show Cause Notices or imposing penalties.

4. Evolve a set of guidelines or procedure on how appeals coming to the Commission will be handled and preparing guidelines for consistent decision making by all the Information Commissioners. Such guidelines/procedure should be made public.

5. Conduct monthly feedback discussions every month where members of the public can interact with all the Commissioners to highlight problems in the functioning of the commission and to discuss ideas to solve problems that come up.

6. Provide monthly reports on the functioning of the Information Commission at the feedback meeting, especially giving the following statistics.
a.Number of appeals/complaints received
b.Number of appeals/complaints disposed
c.Number of penalties imposed
d.Copies of SIC decisions and Cause lists available easily to the public through the internet and by keeping hard copies at the Commission

7. Adhere to the reporting requirements of section 25(1) of the Right to Information Act.

We request you to join us in this effort to help save RTI. To help the common man. And also so that the efforts of so many people in bringing about such a legilsation in the first place should not go in vain. Please help in spreading the word too. Let the citizens know how ineffectively the State Information Commission is functioning.

Lawyers, Lawless Courts and Understanding the Growing Anger

The one who will lose his job will probably give more details than others - in the case of yesterday's clash in the Chennai High Court complex, the Chennai Police Commissioner.

Now for the Commissioner's version - one lawyer is supposed to have been taken into custody for throwing rotten eggs on Dr. Swamy within the court and attacking him. While more were to be arrested, the lawyers insisted that they can be arrested only if a case for casteist remark was registered against Swamy. This is one of the many charges that can be registered with no evidence and used for intimidation. I don't know whether any other person to be arrested in this state can argue and demand that unless another case is registered she will not be arrested. Such privilege is rare and the police need to answer why they decided to succumb to this demand in the first place. Now having got the case registered, the lawyers refused to be arrested and instead started to attack the police. With no way to protect themselves, the police retaliated.

Narration becomes messy after this. I am sure because everyone wants to cover their ass and the political parties want to portray themselves as being in the right.

During the student clash in the law college a few months back, the political parties had criticised the police for inactivity; though student politics is important, it also has a emotional appeal to the common masses and the parties do not want any emotional appeal that they didn't create. Now, they talk of police excess, the lawyer politics is not only important for the politicians, they also don't think there is anything wrong in such conduct on the part of the lawyers. Except for the communists, no other local political party has condemned the attack on Swamy. None of them care for the sanctity of the court is obvious.

More surprisingly the judge of the high court has asked the police to release all the lawyers who were taken into custody during the clashes! there is pending enquiry, but, it is interesting to note where their sympathies are. A police station has been torched within the high court complex, if a mob of any other social category in any other part of the state had done this, there would be police firing and it would be justified. Here the very fact that the lawyers were expressing their solidarity with the cause of Sri Lanka Tamils seems to provide them with a moral high ground from which any unruly behaviour can be tolerated.

While the state works up itself into a fury on the perceived lack of sympathy for the Tamils in Sri Lanka by the central government and the state government drags itself into newer depths of confused positioning and posturing, the expression of anger in public space is going to take many forms of unrest. Sanctity to democratic institutions and processes will be early victims. I see the behaviour of lawyers as one such.

Unless the State and Central government take a visible strong stand on the Sri Lankan situation and appease the growing anger among many sections of the public in Tamilnadu, the long term implications of this anger could include reviving Tamil separatist movement that has been dormant for decades. So far only the noises have been made in the process of working up the frenzy. Building a support base and creating a cadre could be made easier if the perception of lack of genuine empathy from the centre, its inactivity and the unwillingness of the state government to negotiate better terms with the centre are not reversed soon. This could make the state vulnerable to kinds of forces it has tried to avoid in its quest for economic betterment in the past decades.

Eggs for Swami and no Laws for Lawyers

Dr. Subramaniam Swamy is not a popular politician and has to live with it.

Yesterday, rotten eggs were thrown at him inside a court with two helpless judges as the witness by none other than lawyers themselves. (link to news)

The high court rooms are surprisingly small places, most lawyers know each other and seem to be always holding a conversation or two in the sidelines of the court proceedings. Though the large campus can provide for easy escape, it must have been extremely difficult for a small band of lawyers to appear in the court room, manhandle Dr. Swamy and leave without no one noticing the people involved. Yet, no newspaper named even a single lawyer or forum of lawyers. I wonder why. The Judges too have only sent a report to the Chief Justice.

I think coming as it does before our memory fades from the dangerous attack among Law college students, it gives an impression that lawyers don't really care for law (at least in Tamilnadu) and the violence in the campus was part of the future career training.

Umashankar: collateral damage to the formation of United First Family of Tamilnadu (UFFT)

When the first family of tamilnadu re-united after their celebrated feud , there was going to be collateral damage of some kind. I anticipated it to be the poor Raj TV group that would probably suffer the most. It is unfortunate to learn that one honest and bright IAS officer of Tamilnadu, Umashankar has also been sacrificed. Umashankar, known for being honest and taking bold initiatives was hand picked by the same CM a decade ago to be the Collector of his home district of Tiruvarur. I still think the land record software and security systems that he personally built with the help of a few software engineers at the Collectorate was one of the best at that time. I had the opportunity to visit and learn about it first hand at that time.

However he seems to have been in the wrong place at the wrong time for honesty. Heading the Arasu Cable can be the most difficult under the reign of the UFFT. Cables of Arasu cable network, (launched by the government when the first family was divided and the CM did could not access the Sun Network for his daily dose political polemics) have been slashed ever since UFFT came into being. When Umashankar wrote about this to the CM and the money and subscribers that the government is losing, he has been shown the door.

Showing the door is fine for the ordinary, but, he has also got the reputation of being 'honest', so, someone has hunted files to make a story and defame him also! The poor citizen will always console themselves saying that 'there will be no smoke without fire' kind of nonsense. Here is wishing Umashankar all luck and pray he never loses his honesty!

Where the Small Ego's disappear in a Celebration of a Greater Cause

A gathering of people engaged in social work is often seen as a Ego ride for a few. Mutual back slapping and exchange of stories happens and at the end of the day, everyone goes home eager to see whether their names are there in the news report the next morning. Ennangalin Sangamam is a different kind of gathering. For the last four years, this group has brought people who work selflessly in the service of humanity together in a celebration of human volunteerism.

Ennangalin Sangamam translates as 'confluence of good thoughts', it is a network of voluntary agencies involved in good work in their own small ways. The members of this network are individual workers from different levels and stages in society, students, teachers, professors, mix freely with auto drivers, mechanics, labourers, village level workers and philanthropists. They all are connected by the unique thread that according to Swami Vivekananda represented the unique spirit of India, seva and tyaga.

The annual network meeting on the 4th Jan was held at Hindu College, Avadi near Chennai. The day saw a few lectures by dignitaries followed by group level interactions among members working on specific issues. Education, Awareness, Disability, Homes of different kinds, Rural development and Health were the areas under which the members grouped themselves and spoke about their own work and shared their ideas and concerns.

Later the plenery saw all the members gather and an award being given to one of the senior most social worker, Mr. Chandrasekhar of Vellore. A cash award as well as a certificate was given to him. The network has formalized itself this year and has newly launched a Trust by name NDSO. The details of the new organization was also announced as part of the programme. An annual directory containing the members listing was also released along with a website for the new organization (www.ndso.org)

Overall it was a celebration of volunteerism, in which there was mutual sharing of strength and inspiration. Where people shared their hopes and aspirations and in the process strengthened each other.

The meeting saw an Industrialist Philanthropist from Coimbatore, a Scholar & IAS Officer from Income Tax Department, an innovative Swamiji from Kerala, and people from other states come to be and partake in this celebration. This network has started to attract quite a bit of attention in the last couple of years, however, as long as it continues to sustain the spirit of celebration of true volunteerism, it may stay out of the ego-massaging and be a bright example as 'confluence of good thoughts'.

The network is coordinated by Sri. J. Prabhakar along with Sri. Azhagar Ramanujam, Sri. Harihara Subramaniam, Sri. Govindarajan, Sri. Jagan, Sri. Muthiah Murugan and many others. There were representatives from over 25 districts who had participated in this meeting of over 250 members of this network.

Follow Up: The Vellore SHGs win battle in the Court, will the local authorities listen?

I had earlier written about the change in status of Vellore (from Municipality to Corporation) resulting in the loss of livelihood to a group of poor and disabled SHG members under the agies of the Vellore Exnora Green Cross (link to earlier blog ). Now the Madras High Court has directed the Vellore Corporation to hand over the bus stand maintenance to the SHGs (link to the news item ).

Mr. Justice Paul Vasanthakumar said that under the legislation, the State and the local authorities should grant assistance to non-governmental organisations for rehabilitating persons with disabilities. The petitioner was willing to pay the highest bid for five months, up to March-end. Given that the beneficiaries were physically challenged, widows and destitute women, the judge said, the Corporation should hand over maintenance to the federation up to March 31, on the basis of the charges collected as on today. Since the federation members were not allowed to collect maintenance charges since November, the civic body could demand only the proportionate amount, he said.

Though this is a temporary reprieve and there may be fresh bid to lucrative new bids from the next financial year, for now, the judgment has meant that the NGO and the SHG groups can breath easy.

Now I wonder what happens to the poor Raj Network, they had used the family problem to lauch Kalaignar TV and supposedly followed by a news channel to be announced in a few days. My guess is the entire effort will be sucked up into a even more larger Sun Network now with a more tighter control from the family's side.

Yet another proof that Stalin is ready to don the key role. With the recent good showing in handling the post-flood situation, he is ready to take over whenever the grand old man wants to relinquish the post.

Who bleeds more for Eelam!?!

Tamil political leaders are at it again, a political one-upmanship as they weep, wail and bleed for their brethren in Tamil Eelam, all but, verbally.

Sri Lankan tamil issue can be to tamil politicians what kashmir is to their Pakistani counterparts, a political magical aphrodisiac. Till a month ago, the Eelam issue was not worth a single para page 5 mention in a tamil newspaper and suddenly everyone is talking about it and they all want to be the super-heroes saving the poor tamils of Eelam. It is a race to verbally bleed for Eelam, only verbal, so we can go endlessly.

CM Karunanidhi with his long selective memory has already gone to town talking of all those times he has wept for Tamils of Sri Lanka, Amma Jayalalitha has probably blamed the DMK for everything wrong yet again, Vaiko verbally wants to relive his Sri Lankan Tamil association when in one grandiose gesture he illegally went to Sri Lanka and came back with photos with Prabharakaran quite a long time ago.

Vaiko arrested for pro-LTTE remarks, slams Manmohan - Express India: "Vaiko said, 'if the need arises, I will be the first man to take up arms in support of Sri Lankan Tamils. I will gather youths all over the country for this purpose'."

The Sri Lankan issue is too complex politically and socially for Tamils. But, Tamilnadu of the early 90s and now is far different. Globalization has meant that we don't care for our own neighbours leave alone friend across the border. We are all running to make the daily global bread and the kin instinct that leads to instant protest is never more of an artificial posturing than now.

We are next to a war zone literally with one of the warring parties looking this way for support. This war is sustained today by the bitterness of memories of wounds now much more than the original issue for the war. It can do with an environment that can help heal the wounds and facilitate a healthy beginning. It does not need amplifying of the bitterness, certainly not posturing of a cheap kind that only vitiates the environment.

I wonder how many Tamil politicians have the courage to directly initiate a dialogue with the LTTE or the Sri Lankan government proposing peace. For that matter wonder whether Vaiko or anyone else ever offered to go to Sri Lankan government to negotiate for the Sri Lankan tamil. I don't know what kind of political ethos guides these supposed leaders that they cannot differentiate between a third rate tamil movie dialogue and responsible political speech. It is sad that the next generation political leadership too are getting sucked up into this habitual wailing.

Innovative SHGs livelihood threated by the Vellore Municipality

Vellore in Tamilnadu has a new Corporation. A bus stand that was under dispute earlier and was ready for use a couple of years back was handed over for its maintenance informally to a group of SHGs consisting of handicapped members. These members have not only maintained the bus stand as a model bus station (please see their innovations and revenue model below), but, have also generated substantial revenue for the bus station's maintenance itself.

The entire effort has been steered by the Vellore Exnora Green Cross, in itself an innovative and novel idea spearheaded by Mr. Srinivasan, whose innovations on waste management have won him national and international accloades and recognition.

'T A S S' women federation - 120 SHGs women /Men and (including) all Physically Handicapped (47 Members), supported by Exnora Green Cross - Vellore from our “Vellore Bus Stand Maintenance and Beautification projects” will lose their job now as the Corporation has not conceded to their demand of either employment under the corporation or continue to provide them with permission to manage the bus station under a contract.

This is a one of its kind venture project in India, that is under the local people (SHGs) maintenance. In the last three and half years, it has brought and provided jobs for approximately 120 people in managing Solid Waste Management, Liquid Waste Management, Beautification works, Area cleaning, area greening, Toilet maintenance, Cycle & Scoter stand Maintenance etc,.

Innovations:

1) Coverting waste water (including humen urine, toilet water etc.,) into fodder grass and it was then converted as 120 lts milk every day.

2) Using waste chapals. shoes for building mud wall instead of bricks.

3) 24 hrs maintenance (Day and Night) by SHGs and physically Handicapped people.

4) Total Administration was done by SHGs

5) Solid waste was convert into money through Zero Waste Management practices. No burning inside the bus stand campus. Solid waste has not been thrown out in the last 3 1/2 years.

6) Nursery was started through waste water packets + Manure + waste water and it was sold for Rs.1/- each tree saplings to public.

7) User friendly toilets and Cycle/Scoter stand.

8) Coruption free process in all activities in our projects.

9) Milking Cows and Goshala managed inside the bus stand (Plantain leaves from Hotels are converted into dung with in 10 hrs). The milk from the cows are supplied to the hotels within the bus stand itself.

10) Bio-gas plant supports kitchen and Dining hall

11) Maintain rest rooms for both women and men. Other amenities include Meeting hall and Drinking water well

12) Rain water Harvesting model maintained

13) Maximum usage of waste water inside the same campus (2 acres) and treated through DUCK concepts.

13) Beautification works.

14) Open urinal was controled 90% by SHGs.

15) Total electrical maintenance work was done by SHGs

Update on Hi-Tech Ganesan, Sirkazhi

I had blogged on the amazing entrepreneur Ganesan at Sirkazhi who delivers tickets and just about everything else people want in their doorstep in this small town. I met Ganesan at his favourite haunt late last night, near the Sirkazhi bus stand.

He had moved away from the earlier location of outside a petrol station, 'there are drunkard hanging around there and it is a disturbance for my clients, women with children often board the private bus and I wanted them to feel safe and secure, so moved a little distance away', he explained, 'now all the private buses stop here', he re-assured me.

His two mobile phones have grown to three, the TVS moped had a new board announcing his most recent business expansion. 'I am now also setting up an office in Mayiladutharai which will be managed by a staff and I will continue to manage here'. 'So, when are you setting up your own shop?' I enquired. He pointed to a building under construction opposite side of the road and said, 'I want my customers to sit and relax while waiting for the bus, have booked for a shop in that building, but, the builder is taking too much time, don't know when it will be over'!

'My Sirkazhi customers can now call me from anywhere in Tamilnadu and buy tickets to wherever they want to go, as long as any of the travels for which I issue tickets have a service there, I will be able to issue tickets', he announced his latest scheme. But, why this scheme? 'You see, at times people leave from here and may be short of money, but, need to travel elsewhere, they can book tickets to me, I advance the amount to the bus service and then once they return to Sirkazhi, they can pay me', it helps them quite a bit. He went on to show duplicates of tickets he had booked from Chennai to Coimbatore for his clients! Credit facility for privileged customers at zero interest! wow! now how many corporates can claim that!!!

'I am also delivering organic food and vegetables to my customers' and thereby help the local organic farmers', he rattled in between responding to half a dozen queries from customers for in the 3 phones.

'He is there till 1:30 in the night to see that the last of his customers board the bus safely and back again at 5:00 to see off another set of early morning customers' assured my friend of that town. 'I ensure that I pay all the bus service operators on that very day itself, so that they are happy with me. Now, a new bus services is being operated, I approached them and they have immediately made me their booking agent here, I need to maintain the clean record', said Ganesan having over heard our conversation. 'You see I started with absolutely no money and now I am here because of being clean!'.

I am yet again amazed by this ingenious business person, he believes in doing anything to serve his constituency of clients at whatever hour it is required. He is certainly destined to reach greater heights.

Found the following news rather amusing. I live in Tamilnadu's capital Chennai and have lived so since my birth. In these over three decades, I have never seen Chennai without Hindi films. Even today there are a few theatres where there are only hindi movies screened. It is not just Chennai, across Tamilnadu I think there are pockets where there is a definite regular collection for hindi movies. I watched hindi movies (Yadoon ki baraat if my memory is correct) in 'Star talkies' in Triplicane High Road as a kid, watched 'Hero' in Satyam, re-run of 'Sholay' in Brinda up north Perambur...Ega, Sathyam complex, the no. of theatres is endless. If I can recollect so many, and I am not a regular movie goer, I am sure there are many more theatres across the state. As far as I know even during the worst kind of anti-Hindi agitation (that was atleast a decade and half back), screening of Hindi movies would not have been an issue.

As far as Hindi news goes, no one here needs it. The DTH and cable-wallahs provide not just Hindi, but, even Gujarati, Marathi or any Indian (and indeed many foreign languages) channels as long as there are people willing to pay to watch them. The national 24x7 news channels themselves have realized that it is better to provide news in (not just Tamil) southern languages seperately and hence we do have our own news channels. This, ban on hindi news?

Either Mr. Thackarey has not visited Tamilnadu or he has very bad research briefing before he writes his editorial.

TN Govt. decides to return the registration fees for those not allotted with houses

Sathya has been tracking the housing policies of the TN government, particularly to do with the allocation of housing board (TNHB) plots and flats for some time now. He has been repeatedly pointing out how the government makes more money through selling of the application forms for these land than the selling price of the land itself. Looks like some part of this has changed. Here under Sathya's mail.

You may be knowing that TN government through TNHB promotes land and make allotment on lot basis. In our latest experience for Mudichoor place, There have been only 45 plots for which more than a lakh application have been filed. The sale consideration from plots would be in the range of close to 100 lakhs. While the income from sale of application form (Rs 110 per application). Registration (Rs.200/Rs.300) as estimated could be over 300 lakhs. i.e. to say. Other income exceeds the main income. it is 3 times of the main income.

When another scheme at mogappair launched, This number count contines. The registration fees is as much as Rs.400. We are really concerned about government moves and its intention. And we even expected that the government could mobilise over 500 lakhs just on processeing the papers.

Now the notification is issued to say that the registration fee would be refunded for unsuccessful allottees. Means to say, the governement would just retain the application fees.

This is better than the earlier worst. What could be more good would be to price these application at a nominal cost Say 10 / 20 like that.

This will make more poor people to afford. And now that the registration fees is also reimbursed, Only the successful allottees pays their Purchase consideration. This seems to be logical.
Government is also listening, understanding and acting on it.:)

something wrong with the electricity arithmatics?

power cuts have been unexpectedly given a reprieve without any prior warning, just as we were getting used to the daily hour of power cut and scheduling work that does not require us to use electricity. a this morning's report about the power status in TN (dinamani) states that, 'due to monsoon rains the weather has cooled down, this has resulted in farmers using less electricity to pump water as well as people not switching on their air conditioners leading to a saving of about 400MW of electricity'...then the report goes on to state that, 'the Mettur reservoir will have to release water for irrigation in august, this will result in lessening of production by 250MW'...it seem strange that the saving due to farmers not using pumpsets will be higher than that of what will be lost due to water being let out in the channels?

emotional and religions CM! where is the astute politician?

Recently in a wedding (at the house of T.R.Baalu) the CM made a statement praising his children and also complimenting himself for having such children! increasingly he seems to be more open and blatant about talking about his family and their role in the party and politics apart from governance itself. Stalin has been CM in waiting long enough, Alagiri has been holding his own down south, Kanimozhi has started to make her presence felt in the last couple of years.

now looks like the gen-next is seeking power and attention, i read with interest that the daughter of Alagiri was given a prime place in the DMK women's wing conference recently and Stalin's son has produced a blockbuster movie in recent times.

i don't know whether the CM meant having such children (or so many children) was a virtue, but, he is increasingly getting to me more and more emotional in public. yet again in a meeting of bishops this time, he spoke of 'being accepted by god' as against whether he accepts or rejects god. this follows his similar pronouncements earlier on the subject in the past few months.

the nehru family has dominated the congress in the centre for three generations and looks like set for the fourth. DMK that stemmed from a political movement directly opposed to the congress culture half a century later seems no different, steeped as it is in similar feudal culture. interestingly the tamil magazine Kalki has done the 'fall of DMK' as its cover story in their recent issue!

interestingly in the above referred to wedding speech he also made out the sethusamudram to be some kind of a one point life mission of Baalu!

Deasavatharam awaited

I belong to a generation that grew up with the growth of Kamala Hassan. We saw him in Varumaiyin Niram Sivappu ages back as an angry young man, wondered at his dance capabilities in Saagara Sangamam when we were in our teens, admired him for Nayagan and maybe Indian, forever watched the repeated telecasts of Michael Madana Kamarajan, still look forward to the completion of Marudunayagam some day and wondered like many who appreciated his acting skills as why did he do all those mindless movies in between.

Unlike Rajinikanth's fans which spans all ages, I think Kamal's fans have matured with him. You don't have fanatic and frenzied Kamal activity like what we saw before the release of Sivaji. Perhaps it is the anticipation of a work of quality that quietens people.

I have also come to respect K.S. Ravikumar for his movie making. He has this fantastic ability to mix comedy, commercial elements and style in his narration that makes wonderful watching. I am personally looking forward to his role in this movie, he always appears in one song sequence or a small 'role' in his movies.

This movie is being compared with Rajini's Sivaji in terms of its budget, grandeur, release, prints, etc. The comparison of their movies is something both these actors will have to live with for the rest of their lives, it is a residue of a previous era that they cannot escape. However, it will not be fair to either to do this any longer. Rajini has taken the popular route whereas Kamal has taken the route of creative exploration and today both are in their zenith each achieving what would have been unthinkable when they both launched their careers. Recently our FM is supposed to have made a comment that competition between Ambani brothers is fine as long as it keeps the financial markets busy, I disagree. But, in creative arts, the perceived competition between Rajini and Kamal is fine as long as they both provide highest level of entertainment for the cinema watchers in Tamizhnadu, India and elsewhere.

The increasing interest in Indian cinema goers from Hollywood will soon translate into interest in Indian cinema. Some years back film maker Shekar Kapur made this comment that when finally Spiderman removes his mask in a few years, it is most likely that he will be an Asian, perhaps Indian. Adopting latest technologies and pursuing innovative and unique scripts would be the ideal way of setting trends and benchmarks for such an eventuality.

recent weeks has seen much speculation and interest being generated on the different family branches and members of the first family in TN. the CM has increasingly started sounding like Nehru in the early 1960s, emotional and nostalgic, though the sharpness of the mind and the wordsmith ness has not diminished with age. His emotional speech in the assembly yesterday got HINDU to publish it front page! though there wasn't anything new or different in content. He has also started increasingly appearing on stage like the American Presidents, with some family member or other in attendance.

With all this talk obvious someone should publish a family tree, the latest week has done this...check up the news magazine or their website for the story, I reproduce just the picture here.

I need to blog this...

I think it was early last year or maybe end of the year before I was invited to meet with a farming activist friend as he was visiting Chennai. On enquiry I found out that it was for a PMK (the political party of Ramdoss) rally that was being flagged off on that day.

I reached the venue to meet my friend just as the programme had got over and as we walked behind the majority of the crowd, my friend invited me to join him for lunch, we conversed and kept walking at the tail end of the group of PMK members ahead of us. The entire group enmasse turned right after a point and headed straight to the liquor shop nearby. Suddenly my friend and I found ourselves ourselves following empty space.

So ended a PMK 'agitation'! Anbumani Ramdoss has his job cut out (if he is ever serious about doing anything) if he wants to get rid of liquor habit, to begin with, he should start with his political party. Maybe they can all stop watching movies too.

Hogenakkal: storm in a parisal

Parisal is a small indigenous canoe of a contraption that enables shallow water navigation, used in certain parts of tamilnadu including Hogenakkal.

The current problem between the two states of Karnataka and Tamilnadu seems to be a storm in a tea cup or more precisely a storm in a parisal raft.

I have tried to read up the news item as to what prompted the politicians and actors to go so public and make so much more out of what to me seems to be an administrative issue. The actors are protesting because they are being targeted as the most visible and articulate Tamils, understandable. They are the beneficiaries of the image and need to take the riskier side of their image also in their stride and their protest is understandable.

The Karnataka politicians reacting with unnecessary fever too is understandable, election is round the corner and you always need a visible and forceful enemy during elections. An enemy who is publicity driven and provides scope for adequate reverse publicity is god sent and you can't blame any politician who utilizes it.

What is the problem with the TN CM? He is neither burdened with an impending election nor losing out commercially. Why say things that instigate people elsewhere?

Tamizh pride has been conveniently mis-placed for commercial and political benefits always, this looks like another instance.

Strange reporting of Dalit oppression in TN

The way atrocities against 'Dalit' s are reported in Tamilnadu, somehow, the reports do not want to acknowledge the communities that are committing these atrocities. Eveyone knows that it can be Thevars or Vanniyars or Brahmins or Chettiars...why not name them instead of clubbing them together as single abstract entity of 'Upper Caste' while reporting.

I find this problem in Dalit reporting, the 'secular' or 'no-caste-recognition' status of the reporter comes in between. When we can acknowledge that there could be something wrong with certain outlooks in some communities, why not say it? It provides people of that community to make suitable amends. It is always the 'upper caste'. If only we can name the caste, then it would not be all 'dalits' against all 'upper caste', it almost feels like that those reporting do not want dalits to forget that they have a war going with all other 'upper castes', such reporting perpetuates and solidifies the divisions as much as the practitioners. Madurai, Feb 27 When young Raji, a Dalit, took her one-and-a-half year-old son to the vaccination centre in her village in southern Tamil Nadu, the baby was denied polio drops. Two new studies have found that despite all the talk of equitable distribution of resources, the condition of Dalits in the region remains dismal.The pulse polio campaign, for instance, is a free nationwide drive of the government meant to cut across caste and religion to eradicate polio. But if you are a Dalit like Raji, your baby can be denied even these life-saving drops. Raji's family belongs to Keelavilanchampatti village in Sivaganga district, about 550 km south of Chennai.

After the child was denied polio drops on Feb 10, an outcry in the local media made the police register cases against six people in the village. Raji's son was then given the polio drops under the hawk eye of the police. But the story of discrimination was far from over.

Four Dalit families in this village, including Raji's parents, were given two acres of land under a government free-land scheme some eight months ago. The upper castes wanted the families to donate their land to the village, which the Dalit families refused to do. As a result, the Dalit families and their relatives were boycotted by the village and not allowed to take even water from the village taps.

In Madurai district's Vadugapatti village, to bury their dead Dalits have to walk half a kilometre on a narrow bund strewn with thorns that separates an upper caste man's rice field. The thorn bushes were planted to prevent Dalits from touching the paddy crop, Mr Muthaiya (70), told local media. Even to get ration, we had to get a separate shop. Upper caste people did not allow us to collect ration from the common village public distribution shop. There is always a fight if we try to do that, he added.

At a time when Tamil Nadu posts a seven per cent growth rate and 75 per cent literacy, stories of anti-Dalit atrocities continues to appear in the local media here.

On Feb 2, a Dalit girl, 16, was kidnapped from Kachirayanpatti village near Madurai and raped by an upper caste man. The girl's father, Andisamy, complained to police and the girl underwent a medical check up at the government hospital in Madurrai, which confirmed rape. But police took no action against the culprit identified by the victim.

The Tamil Nadu Untouchability Eradication Front has done a random survey across 20 of Tamil Nadu's 30 districts, and is now preparing to launch a state-wide campaign to abolish manual scavenging, which still continues. The Front's study found that eight million Dalit households lacked proper toilet facilities. Human waste is still carried here as "headload", the study said.

Releasing the study here last week, Mr P Mohan, Madurai MP, told the media 107 teams had surveyed the living conditions of Dalits in 47 villages in February second week and found all of them practise untouchability. Discrimination comes in many forms and is practised in ways unknown before, the member said.

In Andarkottaram and Thaniamangalam villages, postmen do not deliver post to Dalits and barbers and washer-men refuse them their services. The double tumbler system is in vogue, a practice by which Dalits are served tea/water in separate tumblers or coconut shells at teashops. A Madurai-based NGO, Evidence, this week released yet another study of Dindigul district that said, "Untouchability is practised in all 60 reserved administrative units (panchayats) in the district".

A Generation that grew with Sujatha's writings

I belong to the generation that grew up reading Sujatha's columns, question-answers and articles in tamil weeklies. Recently when I got to watch parts of the Sivaji movie in a taxi from chennai airport to my house, one of the things that stuck me was, how does Sujatha find time to write such lines like, 'singam singalathaan varum', is this the same person penning articles on paasurams, what sense of humour this person should possess and the immense energy and productivity. We grew up reading his detective serial and his science columns. He perhaps can be credited with writing science in tamil for popular media, a job that cartoonist Madhan, who become the next most popular person in Junior Vikatan, follows to date.

I have never met or had an opportunity to meet with him, but, over the last year have seen him often at the RK Salai Saravanabhavan, often there for breakfast. This morning heard his demise and realized that for a generation that grew up reading him this is an end of a memory, of eagerly opening and reading a weekly, I at least no longer do it; of following a story week after week in tamil magazines, I still do it with Kalki's re-prints; It was an era before the on-set of 24x7 television, the tamil serials and the invasion of television as the central stay of every tamil households hall. Was it an age of more time for reading? Don't know.

teachers union, more teaching jobs and the ethics in education!

“Fix teacher–pupil ratio at 1:30 ” Staff Reporter

PUDUKOTTAI: The Pudukottai district wing of the ‘Tamizhnadu Thodakka Palli Asiriyar Mandram’ has urged the State Government to fix the teacher-pupil ratio at 1:30 to improve the standards of teaching learning practices and for achieving higher academic standards.

A resolution, adopted at its district executive meeting held here recently, said that in addition to re-fixing the ratio in the larger interest of the student community, the State Government should also fill up the post of secondary grade teachers lying vacant for several years.

So, more jobs will be created and more members for the union of teachers, how will the students lot improvement be measured??

I think the unionisation of teachers should be considered criminal. This must sure have happened in the socialist heydays when comrades thought the more unions the better for society. What is the business of teachers to be unionised and 'fight' for rights or more jobs? How many times in a year do they meet to discuss 'larger interest of the student community'? the teachers by and large represent the most mediocre professionals in the state. If their interest lay in the 'larger interest of the student community' many should have quit their professions as their contribution long back.

Recently one of the more visible University VC in the state termed it unethical if students from the third year engineering were given jobs through campus interviews if the final years still did not have jobs! what a sense of justice and such great ethics! so, now they say that final years alone will have campus interviews. the worser ethical dilemma should be why the hell campus interview at all!? why put the pressure of performing in the interview so strongly in the minds of students when they should be concentrating on excelling in their studies. a photographer friend recently shared his experience of shooting an entire convocation in a prominent college. He said that most of the students were least interested in any protocol and all but grabbed their certificates from the hands of the presiding person and even worse, some of them made faces at him while taking their certificates. He said,

'most of them have already secured their careers through campus interview based jobs and getting the degree is only an incidental ritual of no significance for their life now'!

one of the most unethical practices that has emerged as a side effects of the IT and ITES growth is the weedic head hunters. Corporate head hunters are increasingly reaching into the wombs to shape the minds of the children to become future employees of enslaved professions, so that they get their mandatory commission of 'hunting' heads! quite literally.

universities and colleges and educators succumb to their pressure and have converted themselves to the head(less) body suppliers for a corporate cause. the process is celebrated so much that colleges no longer talk of what were the scores or university ranks from their colleges (which was bad enough to begin with) and instead talk of how many have been recruited for jobs and in which companies. no one, but, no one talks about how much can the students achieve or what have been the signs of their excellence. what can be so excellent on sending 80% of your students to a job that would reduce them to fixing bugs or maintaining software that was produced by a previous generation of mediocre programmers or responding to calls for fixing washing machines and selling credit cards over phone in distant countries?

'oh! it is so competitive, you know how much effort it takes to convince some of the top companies to come for recruitment to our campus', said an elderly gentleman who was responsible for 'placements' in his engineering college some time ago, 'we provide everyone with free feast on that day in our campus'! please welcome, have a feast and enslave our students, any doubts whose predecessors let Robert Clive in this country?

'you know we didn't have so many opportunities during our days', is another oft repeated statement by those who are currently in positions to decide to encourage this phenomenon. but, what are these opportunities that they talk of? remove the company name, remove all the blurb, just read the work expected out of the recruit alone, it will be the same everywhere. it is like the toilet soap counter in the super market, which ever brand you choose, it benefits the same company, the same owners, just the packaging is different. similarly, whatever may be the packaging of the career, the ultimate beneficiary is the same, the perpetuation of that which the student victim does not even have enough time to give an 'informed consent'.

it starts with the school teachers and goes all the way to the college and universities, this profession which bears the responsibility of shaping the minds of the next generation more than many others has submitted meekly to the corporate claim on the next generation. the corporate investor want the future generations to behave in a certain way so that they can promise and provide better return on investments to their clients, the more the future generations behaviour is shaped the better for them, and what more can be asked if they can shape the minds of the institutions where the future generations minds are shaped?

what the hell does all this have with 1:30 teacher student ration in the news item? who will benefit from more 'teacher' jobs in the country as it is now?

as long as 'teaching' is a job that is available in abundance by the state, there will be more unions, more demands and perpetuation of mediocrity. the more teachers are created by the state machinery, the more corrupt will the system become. why should the state provide so many teaching jobs, support for teachers if its purpose is to ensure learning environment for the students? what is the co-relation between the teachers presence and students learning environment. why is it taken for granted? when was the last time it was critically examined?

just as de-linking of corporate agenda from the higher education institutions are necessary for any excellence to emerge from them, the de-linking of state from the lower level education institutions too is mandatory. i realize that this is against the grain claim, but, the more the state penetrates primary education using the system of 'schooling' with its imbecile practices, mediocre teachers, un-imaginative curriculum and impractical routine, the more it is creating students for future enslavement!

Two upcoming events in Chennai

Wanted to inform the group about two events in the next few days in Chennai both significant.

1. The annual Nalloor Vattam gathers this year as Ennangalin Sangamam once again, on the 6th January, Sunday between 10 to 5 at the Hindu College Campus in Pattabiram (near Avadi) in the outskirts of the city. For those who don't know about this network - this is a network of volunteers from across Tamilnadu. These people come from different background, economical, cultural, religious and political. They are united by the value of volunteerism. Many of them have taken it upon themselves to address a societal issue in their own neighbourhood. A factory worker who provides scholarships for dalit students near Coimbatore for over a decade through additional revenue he generates by cleaning toilets in industries, a brother and sister who take of special children in their house because they had one such sibling who died early in life due to improper care, a middle age lady who has taken it upon herself to conduct funeral rites for unclaimed dead bodies in government hospitals, volunteers who are walking blood donor databases, youth groups who have set-up study centres in villages, retired men who volunteer to cook and feed people through annadanam every day,...the list is endless, each one of these are heroes in their own location and position. This year the gathering may have about 500 such heroes.
The annual event called Ennangalin Sangamam, is designed as a insight and inspiration sharing session by this network. The network is not even a registered body and has come about because of some of volunteers decided to seek out 'good people' (Naloor Vattam) in other parts and link them up. 2. The Ramakrishna Vijayam - Tamil monthly of the Ramakrishna Order conducts an annual competition called the Youth Day Competition (or YDC for short) each year. The competition is conducted for three age groups - 10 -13, 13-16, 17 - 21. The uniqueness of this competition is that it poses a few open ended questions regarding the current status of society and expects the students to respond to these in their own words. With the scope rather large for response, the student is made to think on his own and pen what he wants to do on those issues in his / her immediate society, neighbourhood or nation. The response sheets are read through (regardless of how big they are) and a large number of awards given. The best entries in each category are invited to Chennai and an award given to them on the 12th January each year, the birthday of Swami Vivekananda, commemorated as the National Youth Day.

This year too, the 6th YDC award ceremony will take place at the Ramakrishna Math campus on the 12th of January. Over a lakh students have participated from across Tamilnadu in this competition this year, it has grown from a participation of 4 thousand in the first year to this number. I think this must be the only competition where the students are asked to think and write on their own and still there is such a large response. The main award winners will be made to read out their entry during the function which is celebrated in a big way by the magazine.

84th day of hunger fast by landless laborers at Eruvappuram demanding political rights!

In a small village far off from any town or media presence in Tamilnadu, a silent satyagraha is being waged by a people who have been oppressed for generations. Today they are on the 84th day of their hunger fast. Eruvappuram is a village panchayat in Tuticorin district of Tamilnadu. The habitat of the agricultural labourers of this village were divided into two panchayats during the early panchayat re-distribution. This resulted in them being rendered into a minority with no voice in the governance of the local body. With a highly dominant, land owning community never permitting the labourers access to any facilities or power to contest, the labourers have withstood oppression for decades now. They have been silently fighting for rights in grassroot governance structure or a fresh look at the demarcation of the panchayat.

Recently a youth wing from this class have risen and started questioning the status quo. An presentation with the Collector requesting him to make this village as a separate panchayat resulted in a government order earlier this year. However, within 10 days of the Government Order being issued, due to political pressure from the community of land owners in this area, the order was revoked.

The village came together and decided to protest as a body against such a bias. So starting the 2nd of october the entire village has sat on a relay hunger fast outside the village in a small pandal that has been erected for this purpose by them. Families take turn in sending their members for the protest fast. During my visit on the 82nd day of the fast, I found a mix of women and youth dominating the hunger fast.

The local complain that the officials and police are trying to disturb the silent satyagraha. The local politicians are trying to provide a caste based colour to this movement, so as to ensure their share of publicity. This would suit the administration too, to declare this as a 'sensitive area' and let loose police on the local people. The youth wing and the people of the village insist that this is not a caste based issue. That this is an issue of a agricultural labourers wanting to have their say in their governance and protesting against being oppressed by dominant class in the village. Their resolve is seen in not being provoked or intimidated by the presence of an entrouge of policemen and intelligence officers much larger than warranted for a village level issue.

I had visited the village as part of a farmers movement on a rally across the state demanding attention to farmer issues including land rights, better prices and higher priority in policy issues. A group from the recent JanaDesh headed by P.V. Rajagopal were in the village to declare their solidarity to the silent village struggle. Surprisingly, none of the political parties which talk of the issues of the oppressed seem to want to provide unconditional support to these village folk, as the villagers have steadfastly refused to adopt any party line.

In December 2005, when I just started blogging the hot debate in Tamilnadu was utterances of Khusboo on need for sex awareness among youngsters, particularly students. Some people with good memory may recall the indecent attack on the actress and anyone else who supported her during that time by PMK people among others.

Well here is a coming around in full circle. Today is the World Population Day and our health minister, none other than Anbumani Ramdoss of PKM says that we need to have sex education in schools! Finally!

What Khusboo said in 2005:
I think sex education is a must in our schools. When the schools fail to teach sex, parents should educate their children about sex. In my opinion, sex is not only related to body; it's got a lot to do with our minds. I can't understand how some girls could change their boyfriends every Friday. When a girl is sure about her boyfriend she can tell her parents that she's going out with him. When the girl has a serious relationship the parents should also allow it. Our society should liberate itself from such ideas that the brides should all be virgins at the time of marriage. No educated man will expect his bride to be virgin at the time of marriage. But when indulging in pre-marital sex, the girl should guard herself against pregnancy and sexually transmitted diseases.

Tamilnadu Police and their evaluation - I think it is to keep their sanity intact, after all they are the only professionals who mis-treat some one the first day and the next day have to salute the same person if he turns up with political patronage. They need to indulge in such amusements on the side to retain a sense of humour and maybe even self-respect. Read News Item below -

Meanwhile, an ordinary motorcycle is valued at over Rs 11 lakh. And that’s not all. Another bloomer that could make you rich is by owning a moped, which the police records value at over Rs 90 lakh.

The 2006 annual report of the Comptroller and Auditor General of India lists quite a number of similar goofups, and it makes an amusing list.

For instance, in one particular case, musical instruments were classified as Agricultural Products. And another one is worth its letters in gold.

Seventy grams of gold was valued at Rs 20 lakh! Now we know why all that gold smuggled from the Gulf is sold here in the south.

The police seem to have hit the bull's eye with this one: 15,000 buffaloes reported lost in a single case.

A Boeing 747 jumbo, black in colour, is missing in Madurai and it's worth Rs 1,600.

And here is a feat even Scotland Yard would envy. There were 115 FIRs filed even before crimes were committed! Now that's what's called foresight.

The police, however, are speechless when asked about the bloomers.

Tamil Spiritual Magazine crosses 1 Lakh mark - The Ramakrishna Vijayam

In an environment dominated by atheist inspired political ideology and popular media dominated by commercialism and movies, it is no small achievement for a spiritual Tamil magazine to cross the 1 lakh mark in circulation! That is precisely what the Ramakrishna Vijayam - the monthly magazine from the Ramakrishna Mission has achieved come August!

The popular Tamil printed media is an epitome of consumerist mediocrity and the highest circulating magazines are those that have as their mainstay movies, movie stars, their on-screen and off-screen life, their conflicts in life ranging from their problems with footwear to matrimonial issues, their celebrated bodies and its different attire, an editorial, half a page politics, two one page stories inspired by movies, questions and answers by movie stars, columns by ex-movie stars and if there is any further space left, serious spiritual column by a 'spiritual' guru of a movie star! Some years back when there was an aggressive consolidation of the market the group of printed publications managed by Maran brothers raised the levels of one-upmanship in consumerist promotion by providing such alluring free gifts to accompany some of the magazines such as lozenges, half a spoon oil sachets, face powder for the little fingers, sample soaps of the kind you find in cheap restaurant toilets, washing scrubs, etc. completely subverting the very purpose why people bought a weekly or monthly magazine.

Such a trend of brazen insult to the reader became so popular that the supposed spiritual and cultural magazines of Tamilnadu (there a few such and oh! yes, there is one of these by the Maran brothers too!!) started offering spiritual free goodies, such as talisman that will bring different kinds of fortune in different metallic combinations, water from Holy Ganga, agarbathis, etc. Not to talk of the free pull out poster of Gods and Godesses with each issue!

It is seen in this context that Ramakrishna Vijayam stands tall above all other spiritual, cultural magazines in this state. The magazine responds to issues of students, teachers, religious practitioners and spiritual aspirants all through a judicious mix of content, rich in illustrations (some of the most reputed artists of Tamilnadu have drawn for this magazine), well brought out and guarateed for the entire family. I have seen many elders read up the illustrated story part of the magazine before they proceed with the remaining magazines, there are die-hard fans of the spiritual question answer section (this section alone has been published by another publishing house), there are those who eagerly await the student section and many have felt inspired through the social awareness stories carried by this magazine.

For the records this magazine has been published for over 83 years which means it has seen the raise and eventual domination of the discourse of atheism in Tamilnadu! The Ramakrishna Mission celebrates the crossing of the 1 lakh mark through a special celebration on the 22nd July Sunday. The programme is slated for the afternoon and charecteristic of the Mission, the special magazine release will be preceded by chanting from the Bhagavat Gita. If you have ever thought that spiritual literature of quality is not available in Tamilnadu, time to revise opinion, the readership growth of Vijayam indeed is an indication of not merely the quality of the magazine, but, a growth in the quest for good quality media by significant section of Tamil population.

The Pandora's Box or will it be a Cola Fizz!?!?

The current changes in the Tamil visual media and its political implications (or vice versa)...a monopoly situation in any business is always bad, but, most successful with a co-operative political set-up. But, the situation today in Tamilnadu only proves that a monopoly business cannot survive (even if it is a blood relationship) with a feudal political set-up.

The political set-up's superiority and priority cannot be threatened by the monopoly and the resource control firmly rests with the political set-up, the business house at the most can only control external help, build external pressure...Sun TV perhaps over estimated their strength!? There are already blogs appearing discrediting the Maran brothers, there will be more out of the Pandora's Box if this family feud continues. Or maybe the family will reunite in one grand coming together and make all that happened like a Cola fizz, temporary and show, but, no great change!?!?

Wait and watch.

But, no one can deny that the current move has weakened everyone concerned, DMK as well as the Sun Network.

Karunanidhi (particularly the way his controversial son turned up in the gala meeting despite the controversy and now his daughter being pushed into the Rajya Sabha) comes out as someone who is no different from the Devi Lal, Deva Gowda class of local politician, with both the legendary kazhagam rational thinking and his own well sketched repute of an astute politician being shaken by such brazen feudal moves. It shows DMK in poor light, the party is a silent spectator and follower of the first family, no different from the Congress of 60 years, which is really unfortunate considering it was the opposition to the Congress ways that resulted in the formation of the kazhagam parties in the first place. Both need to work quite a bit to re-build their image, if it can be done at all.

It shows also that the complete domination held by the Maran brothers has hurt the overall media situation in the state and how the entire visual media industry has been suffering silently. A erstwhile serial making company owner old me that he preferred to sit out and not produce serials for television rather than concede to the pressure tactics of the Sun TV network. Now that the flood gates have been opened, more about the mis-deeds of the brothers will be written in the tamil media in the coming days. This morning someone told me how the entire issue goes back to the selling off of the shares of Sun TV held by the first family some time back!

I don't want to go into the specifics of this feud, suffice to say, wait and watch. But, two things are clear:
1. Feudal (the Indian version perhaps equating to Zamindari?) politics is here to stay and any business house wanting to become a monopoly under such a government patronage alone, better learn some lessons from this episode.
2. Monopoly Business and Feudal political set-up can get into trouble with each other when they don't have a common strong enemy. Even if it means an enemy one of them helps to create just to sustain their own relationship, perhaps Sun TV instead of running Karunanidhi family successor issues as opinion poll had kept them focussed on Jayalalitha's peons and ministers, there would be no such problems now. Maran brothers will learn much from the Americans and Saudis and how one of them keeps creating enemies to sustain their relationship.

'No Friendly Neighbours for TN'? says the CM

During the 50th year in Assembly celebration yesterday in Chennai, the CM is said to have stated that TN is isolated and it doesn't have friendly neighbours. Seemed strange coming as it did on such an ocassion. I also didn't notice any leaders from the neighbourhood states in the list of dignitaries listed among those present in the function.

Is TN isolated politically today, particularly among its own neighbours? Worth flagging this particular comment as it is not merely a statement of complaint from the CM or backdrop for him place his request at the PM's door, there is more to it.

We have water problems with Kerala and Karnatana, power problems with AP and Kerala, Tamils are generally not respected in Kerala, hated in Karnataka and I am not sure what they think in the post-cyber age era in AP. But, whatever may be the reasons, the fact that the CM says TN is an isolated state should be a moment of introspection for all politicians of the state.

Periyar Movie releases today

The movie Periyar releases today. I don't know whether I will get to watch it in the theatres. For Gnana Rajasekharan the director of the movie this is a second in row. He had earlier directed a movie on Bharatiar the rebel poet who is still dear to Tamil loving people across the world. Read an interview with the Director on the Periyar m0vie making and I was once again impressed with this man's clarity and courage. Periyar has been most misunderstood in Tamilnadu simply because it suited the political convenience of those who supposedly are his followers.

The three important points about Periyar that I think are long forgotten in Tamilnadu have been highlighted by the Director in the interview, if he has managed to get across these in the film he has rendered a service to this state. These are:
1. That he was not against 'brahims' but against 'brahminism' as it was practiced at the point in time
2. That though he was an atheist, his atheism position was more a by-product of a social justice agenda rather than a philosophical quest and perhaps the most significant according to me
3. His interaction with Gandhi, where he tells Gandhiji in 1928 or so that his faith in people will ultimately get him killed by them which proves to be true twenty years later

I hold it that he is perhaps the only thinker of the Dravidian movement and much of the remaining are a cinematic post script who will be forgotten once their kind of stunt loses currency in the Tamilnadu politics. Maybe the effort of Rajasekharan will bring in some fresh look at Periyar's life by people who are not necessarily his followers, thereby bringing some fresh air into his usurped and stifled legacy.

Follow-up on M.S.Swaminathan for the post of President

Well, since my last post on this subject, MS has been nominated to the Rajya Sabha, which perhaps renders him not easy for the big chair post. His quest to make the next green (gene) revolution seems to have been recognized suitable for the upper house to listen to. His earlier avataras have been blogged too, check them out here.

I have been informed by friends that there is an ongoing debate on who will be the next President (apart from the fringe student elements who demand Kalam for a second term) and all kinds of names are being proposed. I still think to de-colonize the Presidential post, Narayanamoorthy is a good choice (my earlier post). It is a limitation to get one technocrat following another. But, it is also a reflection of times and changing trends in this country. Scientific community is no longer the object of reverence and everyone knows that they are at the mercy of the corporate houses and the one who can create a large corporate like Narayamoorthy is immensely more popular than the scientist.

Yes, it would mean more IT projects across the country, perhaps more villages being declared as 'info-villages', more ICT initiatives, more and more of IT companies, parks, SEZs with the mascot president called in to inaugurate and provide intelligent sound bytes. These will happen any way. But, more importantly, it would mean getting the Rashtrapati Bhawan put to some intelligent use, a President who can say things independently (as much permitted by the governments) and maybe make impromptu speeches. Just like Kalam inspired (and continues to) many students through his stories, lectures, interactions, etc., Narayanamoorthy too may inspire many enterprising youth to 'dream big' - a favourite line of Kalam. The ordinary start up in any business can relate to the President (and vice versa) rather than the earlier examples of doddering old tamed political-bureaucratic-academic nexus which ensured that the Presidential chair remained within their clan. Kalam's biggest achievement was that he broke this nexus (though to be fair, his immediate predecessor R. K. Narayanan had broken quite some rules himself despite being an ex-bureaucrat) and all that it connotes and holds as sacred, like the dressing, the protocols, the dos and don'ts of the Presidential post that hasn't changed since the Viceroy days, though even the British would have forgotten them. The variety of Rashtrapathi Bhavan website is an indication of the same.

Imagine hundreds of rooms, lying waste in the capital city, maintained by tax payers money, be put to some use, maybe a periodic exhibition, some annual carnival of students, even corporate training programmes...the kind of functional use that the Rashtrapati Bhavan can serve. This can only happen if we have at least two generations of Presidents from outside the political-bureaucratic-academic nexus. They will wipe out the Colonial idea of the President and make the post more Indian. For this one reason alone I pitch for Narayanamoorthy.

But, it will also bring in another ill dressed person as the President. Kalam with his hair-do is by far the most freak President, but, Narayanamoorthy with his never at ease kind of dressing and thick glasses would perhaps replace Narasima Rao as the grim faced favourite for cartoonists across India.

Straws on air - one tamilian scientist to follow another to the President's Chair?

Heard that there are talks on to propose the name of Dr. M.S. Swaminathan as one of the candidates for the next Presidential election. A Tamilian Scientist to succeed another as the President, sounds far fetched in elections that are guided by regional and other considerations.

Apart from the controversial Green Revolution (and even more controversial current Gene Revolution) and he being the face of the Indian farming (farmer???) across the world for a long time, MS elicits mixed response from people. He doesn't have the eccentric ways as that of Dr. Kalam, the passion, the need to interact with student community. Even worse getting him to the big chair will legitimise and make whatever he says unquestionable. We made nuclear arms into a holy grail with Dr. Kalam, now if MS makes it GM technology will join the holy grail. Both promoters of destructive technologies.

I am not sure whether this information is valid, but, wanted to flag as I was uncomfortable about it. I am sure the natural wisdom of regional bias that neutralises everything in central politics will ensure that this doesn't happen.

Madurai marathon!

A Marathon modified and with a message...Madurai runs now!!

With all the news coverage about the Mumbai marathon and the cricket match this might not have been noticed...but, a marathon in Madurai sounds great! One can create any event in this town and people will add their culture to it and celebrate it as their own and in a few years it will be a local event!

"With the Central Government declaring 2007 as `Water Year - Year of more crop and income per drop of water,' it becomes imperative for every responsible citizen to express their support for the global concern," said a beaming M. Paramasivam, a retired headmaster.

To accommodate a cross section of people, the organisers arranged a mini-marathon, a celebrity walk and a run exclusively for the differently-abled. There were also participants on roller skates to join hands with the others.

Different venues were assigned for the multiple events, as there was an overwhelming response from the crowd for each. The venues, Madurai Medical College and Race Course Stadium, were bursting at its seams with more than 35,000 thronging the starting points.

"With the depleting water sources, it is important to make people understand the significance of protecting and preserving water bodies. Hence, a massive effort like this will go a long way in keeping the public abreast of the stark realities," said G. Ramakrishnan, physical education teacher of a school.

The event sensitised the public to safeguard and renovate water bodies and conserve water.
